Description
This is a solicitation for services. This announcement constitutes the only solicitation; and a written solicitation will not be issued. This solicitation is being issued as a Request For Quotation (RFQ) # BLS-03-30 in accordance with FAR Part 13, NTE $20,000.00 Description of Services Needed Services are needed to continue analysis of the Consumer Expenditure Interview Survey (CEIS) and to expand on work completed in a FY02 project on modeling the reporting error in the screening sections of the CEIS. The current work will explore new models for estimating the false negative errors in expenditure reports. The period of service for this work is August 30, 2003 to August 30, 2004. Continuation of Markov Latent Class Analysis of the CEIS - 2003 I. Background Analyses of the data from the Consumer Expenditure Interview Survey (CEIS) have indicated that expenditure estimates suffer from substantial underreporting. Explorations have been conducted of the first and second order Markov models with and without mover-stayer restrictions and more recently partially latent mover-stayer (pLMS) models in which persons reporting purchasing an item are assumed to report without error. In addition, recent investigations have been conducted on the correlates of reporting error including age, sex, income, family type, education, and family size of the consumer unit (CU) as well as a constructed variable which combines length of interview and the use of records. Analysis has provided hypotheses regarding the nature and causes of underreporting in demographic groups and for certain consumer items. II. Objectives The objective of this work shall be to continue these investigations of Markov Latent Class Analysis (MLCA) and underreporting in the CEIS to further enhance the understanding of the error. The major focus of this work shall be to evaluate the validity of the pLMS model for generating estimates of underreporting in all 20 or so consumer items in the analysis. III. Scope of Work This work continues the analysis of the CEIS along the lines investigated in Biemer (2000), Biemer and Tucker (2001), and Tucker, Biemer, and Vermunt (2002), and Tucker, Biemer, and Meekins (2003). The analyses shall continue to focus on modeling the reporting error in the screening sections of the CEIS and exploring new models for estimating the false negative (underreporting) errors in expenditure reports. IV. Tasks 1. Evaluate pLMS model fitting methodology. 2. Refine the definitions of the covariates used in the models and apply model selection approaches to select the most parsimonious models for each item. 3. Estimate the magnitude of the underreporting error in expenditures due to false negative reports. 4. Compare estimates of expenditures with estimates from other sources, for example Personal Consumption Expenditures from the National Income and Products Accounts, to assess the validity of the MLCA methodology for estimating the value of missing expenditures. IV Data Sets The data used in the study shall consist of all interviews collected in three years of the CEIS: 1996, 1997, and 1998, beginning in the first quarter of 1996 and ending and the last quarter of 1998. These are the same data that are being used in the current phase of the work. V. Deliverables The primary deliverable for this work shall be a paper addressing the feasibility of estimating the bias in total value of expenditures. This document shall describe the estimation methodology and provide preliminary results addressing the feasibility of the MLCA adjustment method. This report shall be completed by August 2004. VI. Inspection and Acceptance Final inspection and acceptance of all items called for in the project shall be made by OSMR. VII. Period of Service: August 30, 2003 - August 30, 2004 THE CONTRACTOR SHALL ADHERE TO THE BUREAU?S CONFIDENTIALITY AND SECURITY REQUIREMENTS. Interested persons may identify their interest and capability to respond to the requirement by submitting quotations. All quotes received within fifteen (15) days after the publication of this synopsis will be considered by the Government. The purchasing activity is not responsible for locating or securing any information which is not identified in the quotation and reasonably available to the purchasing activity. All Quotes shall be submitted to Bureau of Labor Statistics, Room 1830, 2 Massachusetts Ave., NE, Washington, DC 20212 no later 3:00 p.m. EDT, --August 22, 2003, and be clearly marked with RFQ # BLS-03-30. If your response is not received by the date/time and at the location specified in the announcement, it will not be considered. No hand carried quotes will be accepted. Offerors may download the RFQ by accessing the FedBizOpps (FBO) website at http://www.fedbizopps.gov. All future information about this acquisition, including solicitation amendments, will also be distributed through the FBO site. Interested parties are responsible for monitoring the FBO site to ensure that they have the most up-to-date information about this acquisition. Fax proposals are encouraged and must state name, address and solicitation number. An original copy of the proposal shall follow by mail. Quotations may also be submitted electronically provided that all the necessary documentation requested in this RFQ is included.
