- THE DEPARTMENT OF VETERANS AFFAIRS, SAN JUAN VA MEDICAL CENTER, 10 CALLE CASIA, SAN JUAN, PUERTO RICO 00921-3201 INTENDS TO NEGOTIATE A SOLE SOURCE CONTRACT WITH FAIRBANKS MORSE ENGINE TO PROVIDE ALL LABOR, REPAIR, MATERIAL, EQUIPMENT AND SUPPLIES TO OVERHAUL ONE (1) EIGHT CYLINDER DIESEL FAIRBANKS MORSE ENGINE 38D 8 1/8/ X 8 CYLINDER EMERGENCY DIESEL ENGINES. THIS SOLICITATION IS BEING CONDUCTED IN ACCORDANCE WITH FAR 6.302-ONLY ONE RESPONSIBLE SOURCE AND NO OTHER SUPPLIES OR SERVICES WILL SATISFY AGENCY REQUIREMENTS. THE NAIC CODE IS 333618. REQUIREMENT INCLUDE THE FOLLOWING:=20 PERFORM OVERHAUL OF ONE (1) EIGHT CYLINDER. PROVIDE ALL LABOR, REPAIR, MATERIAL EQUIPMENT AND SUPPLIES DIESEL FAIRBANK MORSE ENGINE MODEL 38D 8 1/8 X 8 CYLINDER EMERGENCY DIESEL ENGINE, SERIAL NO. 970862.OVERHAUL SHALL BE PERFORMED BY CERTIFIED SERVICE TECHNICIAN(S).=20 ONLY FACTORY-CERTIFIED TECHNICIANS SHALL PERFORM OVERHAUL. OFFER MUST HAVE THE CAPABILITY TO PERFORM THE OVERHAUL AND TESTING ENGINES AT VA SITE. GENERATOR SET DISASSEMBLY/REASSEMBLY: THE CONTRACTOR SHALL REMOVE ALL GENERATOR SET STRUCTURAL PANELS, ANCILLARY COMPONENTS, ELECTRICAL FIXTURES, AND UNBOLT THE GENERATOR TO EXPOSE ENGINE FOR REMOVAL.ALL REMOVED COMPONENTS SHALL BE STORED FOR REUSE AND THE GENERATOR SET SHALL BE PROTECTED FROM MOISTURE AND DUST INSTRUSION. REASSEMBLY SHALL INCLUDE GENERATOR ALIGNMENT, INSTALLATION OF ANCILLARY COMPONENTS AND ELECTRICAL FIXTURES, AND ASSEMBLY OF STRUCTURAL PANELS. NEW HARDWARE AND JOINT CAULKING SHALL BE USED TO ASSEMBLE STRUCTRAL PANELS. DISASSEMBLY: ENGINE SHALL BE DISASSEMBLED IN ACCORDANCE WITH SHOP MANUAL PROCEDURES. INSPECTION REPORT AND GOVERNMENT AUTHORIZATION: THE CONTRACTOR SHALL PROVIDE TO THE GOVERNMENT A WRITTEN INSPECTION REPORT SPECIFYING ALL WORK AND REPLACEMENT COMPONENTS REQUIRED TO COMPLETE THE ENGINE OVERHAUL. THE INSPECTION REPORT SHALL IDENTIFY ALL REUSABLE COMPONENTS. THE CONTRACTOR SHALL ALSO PROVIDE A PRICE PROPOSAL FOR THE OVERHAUL EFFORT, INCLUDING A FIRM FIXED-PRICE PORTION (THE STANDARD OVERHAUL) AND TIME & MATERIAL PORTION (THE NON-STANDARD OVERHAUL). COMPONENT INSPECTION/QUALIFICATION: ALL COMPONENTS SHALL BE QUALIFIED FOR RE-USE BASED ON RE-USE GUIDELINES AND TOLERANCES SPECIFIED IN THE SHOP MANUAL. CONTRACTOR SHALL COMPLY WITH ALL APPLICABLE FEDERAL, STATE AND LOCAL REQUIREMENTS FOR PROTECTING THE SAFETY OF THEIR EMPLOYEES, BUILDING OCCUPANTS AND THE ENVIRONMENT. ALL APPLICABLE STANDARDS OF OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION (OSHA) SHALL BE FOLLOWED WHEN WORKING IN ACCORDANCE WITH THE SPECIFICATIONS.AREA MUST BE MAINTAINED CLEAN AND FREE OF DEBRIS OR IL RESIDUES. THE INCORPORATED DOCUMENT, PROVISIONS AND CLAUSES ARE THOSE IN EFFECT THROUGH THE FEDERAL ACQUISITION CIRCULAR 2001-15 EFFECTIVE AUGUST 25, 2003 EXCEPT FOR ITEMS III, VII & VIII WHICH ARE EFFECTIVE JULY 24, 2003 AND ARE INCORPORATED INTO THIS RFQ BY REFERENCE (FAR) CLAUSE WEBSITE: WWW.ARNET.GOV/FAR/ HTTP://WWW.ARNET.GOV/FAR/. APPLICABLE CLAUSES IN FAR 52.212-5 PARAGRAPH (a) ARE 52.222-3, 52.233-3 AND IN PARAGRAPH (B) ARE: 52.222-21,52.222-26, 52.222-35, 52.22-36, 52.222-37, and 52.222-19. 52.225-3, 52.225-13, 52.225-15, 52.225-16,52.232-33,52.232-34, 52.247-64. =20 SERVICE REPORT: CONTRACTOR=92S REPRESENTATIVE UPON COMPLETION OF SERVICE WILL LEAVE A SIGNED COPY OF THE SERVICE REPORT WITH COTR (DURING NORMAL WORKING HOURS) OR GRAPHIC CONTROL (DURING OFF-DUTY HOURS ONLY). SERVICE TICKETS WILL CONTAIN AS A MINIMUM THE FOLLOWING INFORMATION: A BRAND NAME, MODEL NUMBER, SN OF EQUIPMENT SERVICED; VAPM NUMBER OF EQUIPMENT SERVICED; CONTRACT NUMBER; PURCHASE ORDER NUMBER FOR CURRENT FISCAL YEAR; COTR SIGNATURE TYPE OF MAINTENANCE PERFORMED THE COTR=92S SIGNATURE ON SERVICE REPORT WILL CERTIFY THAT SERVICES ARE BEING PERFORMED IN STRICT ACCORDANCE WITH THE CONTRACT TERMS. ANY REJECTION OF SERVICE OR FAILURE OF THE CONTRACTOR TO COMPLY WITH THE TERMS OF THE CONTRACT MUST BE REPORTED TO THE CONTRACTING OFFICER FOR APPROPRIATE ACTION. THE CONTRACTOR SHALL ADVICE THE COTR OF ANY REPAIRS OR REPAIR PARTS NOT REQUIRED TO BE FURNISHED UNDER THE CONTRACT THAT ARE NECESSARY TO MAINTAIN THIS EQUIPMENT IN PERFECT OPERATING CONDITION. THE MAINTAINING OF THIS EQUIPMENT IN A SAFE OPERATING CONDITION WITHIN PROPER OPERATING LIMITS, AS ORIGINALLY SPECIFIED, AND WITH MINIMUM DOWNTIME IS OF PARAMOUNT IMPORTANCE.MANDATORY PARTS REPLACEMENT COMPONENTS SHALL BE REPLACED WITH REMANUFACTURED COMPONENTS IF NECESSARRY. ASSEMBLY: ENGINE ASSEMBLY PROCESS SHALL BE PERFORMED IN ACCORDANCE WITH SHOP MANUAL PROCEDURES AND SHALL MEET TORQUE SPECIFICATIONS. ENGINE TESTING:=20 INITIAL STARTUP AND OPERATIONAL TESTING SHALL BE PERFORMED IN ACCORDANCE WITH SHOP MANUAL. OPERATIONAL TESTING SHALL INCLUDE AT MINIMUM THE ENGINE RUN-IN-PERIOD AND PERFORMANCE CHECKS AT MAXIMUM RPM AND HORSEPOWER RANGE. AN ENGINE TEST REPORT SHALL BE PROVIDED WITH EACH OVERHAULED ENGINE AND SHALL INCLUDE ALL TEST DATA FROM OPERATIONAL TESTING. PRODUCTION SCHEDULE: CONTRACTOR SHALL COMPLETE OVERHAUL WITHIN THIRTEEN (13) WORKING DAYS, MONDAY THROUGH FRIDAY, EIGHT HOURS A DAY. NO WORK WILL BE PERFORMED ON SATURDAY OR SUNDAY. BACKUP EMERGENCY POWER WILL BE IN EFFECT DURING THE THIRTEEN (13) DAYS OF LABOR AND THE CONTRACTING TECHNICAL REPRESENTATIVE (COTR) SHALL MAKE PROPER COORDINATION WITH GOVERNMENT AGENCY AND CONTRACTOR. CONTRACTOR SHALL PERFORM ALL WORK AS SPECIFIED AND SHALL NOT INTERFERE WITH THE NORMAL OPERATIONS OF THE HOSPITAL. WORK SHALL BE ACCOMPLISHED DURING NORMAL WORKING HOURS (7:00 A.M TO 4:00 PM).=20 THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS; NO SOLICITATION DOCUMENT IS AVAILABLE AND TELEPHONE REQUESTS WILL NOT BE ACCEPTED. HOWEVER, ANY FIRM THAT BELIEVES IT CAN MEET THE REQUIREMENTS MAY GIVE WRITTEN NOTIFICATION TO THE CONTRACTING OFFICER WITHIN TEN (10) CALENDAR DAYS FROM THE DATE OF PUBLICATION OF THIS SYNOPSIS.
