- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is issued as a Request for Quote (RFQ) under the number FA4452-03-Q-A290. This document and incorporated provisions and clauses are those in affect through Federal Acquisition Circular 2001-14. In accordance with FAR Subpart 19.2, it is the policy of the Government to provide maximum practicable opportunities in its acquisitions for small business concerns. In accordance with FAR Subpart 19.5, this acquisition has been exclusively set aside for participation by small business concerns. The North American Industry Classification System (NAICS) code for this acquisition is 541890. Small business size standard $6M. The AMC Contracting Flight plans to issue a purchase order under the test program described in FAR 13.5 for the contractor to accomplish the following: The contractor shall provide 1200 Kits for AMC Deployed Youth Keeping in Touch Programs. The kits must contain, a Backpack with Screen Printed AF Youth Logo; Disposable 35mm Camera with Flash; Phone Card with Minimum of 120 Minutes; Photo Frame to Accommodate a 4? X 6? Photo; 2 Ball point Pens Imprinted with ?USAF Youth Programs?; Battery Operated Hand-held Cassette Recorder (Including Batteries); Two (2) Cassette Tapes for the Hand-held Cassette Recorder; Stationary Kit with Pad of Writing Paper Imprinted with ?USAF Youth Programs? and Envelopes. Total cost should include shipping and handling. Inspection and Acceptance is FOB Destination. Delivery is no later than 30 Days After Receipt of Order to: HQ AMC/SVPC, Room 103, 503 Ward Drive, Scott AFB IL 62269. Information shall be provided in a format that reflects the item descriptive literature, contract schedule prices, and quoted discount rate. The following clauses apply: FAR 52.211-6 Brand Name or Equal (Aug 1999) and FAR 52.214-21 Descriptive Literature (Apr 2002). The provision at 52.212-1, Instruction to Offerors Commercial, applies to this acquisition. Award will be made to the lowest price technically acceptable offeror. Offerors are required to submit a completed copy of FAR 52.212-3, Offeror Representations and Certification Commercial Items, with their offer. The clause at 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. VENDOR QUESTIONS AND ANSWERS - RFQ FA4452-03-QA290 1. In order to prepare a quote along with other bidders, would it be possible to more narrowly specify the type of pen the end user would prefer? There are so many pens available, I would like to keep my price competitive and still provide the product most desired by the user. Answer: A click style pen (with a patriot color theme) is preferred, but other comparable click style pens will be considered. 2. Secondly, the request asks for a 4 x 6 frame. Can a suitable alternative be quoted; for example, a 5 x 7 frame of the same quality? Answer: An "arts & craft" type frame is preferred for a 4" X 6" photo, but other comparable items will be considered. 3. Lastly, the specifications on the Stationary kit should describe the number of sheets per writing pad, the number of envelopes to be included, and whether the writing pad and/or envelopes will be printed with the AF Youth logo? Answer: The stationary writing pad and envelopes should be imprinted with the AF Youth logo, 50 pages per writing pad, 25 envelopes per kit (assuming that each letter written by youth will be approx 2 pages long). 4. Backpacks - Approximately what size of backpack? Answer: Between 10" to 12.5" in Width, between 13.5" to 16.5" in Height, and 4" to 5" depth. 5. Construction material i.e. vinyl, canvas, polypropylene etc.? Answer: Polyester is preferred, but other comparable materials will be considered. 6. Disposable Camera - Number of exposures? Answer: 27 exposures are preferred, but other comparable products will be considered. 7. Photo Frame - What quality of frame is requested? Construction material i.e. plastic, wood, acrylic etc.? Answer: An "arts & craft" type frame is preferred for a 4" X 6" photo, but other comparable items will be considered. 8. Ball Point Pens - Quality of pens? Click (retractable) or Stick (w/cap) style? Color of ink? Patriotic Theme? Answer: A click style pen (with a patriot color theme) with blue or black ink is preferred, but other comparable click style pens will be considered. 9. Battery Operated Hand Held Recorder - Micro Cassette or Standard size? Answer: Microcassette recorder is preferred, but other comparable items will be considered. At a minimum, should include the following features: Voice activated recording system with adjustable sensitivity control, "one touch" recording system, quick review and fast forward, pause function, built-in wide range speaker, LED record/battery indicator, built-in 3.5mm earphone and microphone jacks, uses DC 3V x2 "AA" Batteries (not included) 10. Minutes per cassette? Answer: A minimum of 60 minutes. 11. Battery specifications? Answer: Standard AA batteries or in accordance with manufacturer's recommendation. 12. Quality of recorder i.e. low, medium or high? Answer: The microcassette recorder should be comparable in quality to 13. Stationary Kits - Pads of paper or loose leaf? Page count? Envelope count? Paper size? How is stationary packaged? Answer: The stationary writing pad and envelopes should be imprinted with the AF Youth logo, 50 pages per writing pad, 25 envelopes per kit (assuming that each letter written by youth will be approx 2 pages long). Additional questions: 14. Are all kit items to be packaged into backpacks or individual boxes before delivery to Scott AFB? Answer: No, the assembling of the kits will be done at Scott AFB. 15. What items and number of items will go into each kit? Answer: This requirement includes the following quantities: Backpacks - 1200 each Cameras - 1200 each Phone Card - 1200 each Photo Frame - 1200 each Ball Point Pins imprinted with "USAF Youth Programs" - 2400 each Pencils imprinted with "USAF Youth Programs" - 2400 each Battery Operated hand held microcassette recorder - 1200 each Batteries - Type and Quantity should be quoted in accordance with manufacturer's recommendation.
