Description
NA This is a full and open competition combined synopsis/solicitation DAAD10-03-R-0025 for commercially available Petroleum, Oils and Lubricant (POL) Handler Glove System, which may require minor modifications to meet government requirements. This combined sy nopsis/solicitation is prepared in accordance with the format in FAR subpart 12.6 and supplemented with additional information included in this notice. This announcement will constitute the only solicitation. The applicable NAICS Code for this acquisitio n is 315992 with a size standard of 500 employees. A request for a hard copy of the Request for Proposals will not be honored. Vendors are required to submit a hard copy proposal (to include product literature and independent test data) and product sampl es (at no cost to the Government) as described herein. The government wishes to purchase POL gloves. Vendors are cautioned that their products must comply with Berry Amendment restrictions (see DFARS 252.225-7012) in order to receive award for the optional quantity (CLIN 0002). The POL glove may consist of one glove or a two-glove system (outer glove with insert). The POL glove shall meet the following performance requirements: Green or black in color, provide environmental protection in temperature range of 0oF to 120oF for a least 5 minutes; fuel resistance degradation to the glove materials when exposed to kerosene base fuels such as JP8 when tested as follows: A test specimen, 3 X 3 inches, shall be cut from the roughened (hand) portion of the outer s hell to be tested. The test specimen shall be immersed completely for 15 minutes into 100ml of JP8. The specimen shall be removed and allowed to dry at room temperature for four hours. When dry, the test specimen shall be folded in half and rolled with a roller of approximately 10 pounds in weight. The test specimen shall be folded in half, perpendicular to the direction of the first fold, and rolled again in the same manner. The specimen shall be examined for evidence of cracking, softening, flaking, or separation of the coating from the fabric. One determination shall be made per sample unit and the results reported as pass or fail. Glove design shall provide protection from POL products to the hands, wrists, and up to the middle of the forearm; max imum flexibility, tactility, dexterity and grip when performing POL operations (such as operating all types of hoses, nozzles, pump controls, couplings and valves, push buttons, and flip switches) in weather conditions of 0oF to 120oF. The POL glove shall be compatible with the Extended Cold Weather Clothing System (ECWCS). The POL glove shall provide flame resistance from flash fires when tested in accordance with NFPA 1971 Edition Protective Clothing for Structural Fire Fighting/Thermal Protective Perfo rmance Testing. The POL glove shall not have a static propensity greater than that of the Battle Dress Uniform (50%/50% intimate blend of Nylon/Cotton Twill Fabric). The POL glove shall fit 5th percentile female through 95th percentile male soldier hand m easurements with no more than five different sizes. A certificate of compliance will be acceptable for conformance to industry standards for a minimum service life of 120 days and 5 years shelf life when stored and operated in climatic design types of hot , and basic, IAW Army Regulation 70-38 (“http://www.usace.army.mil/inet/usace-docs/army-reg/ar70-38”). Materials used shall not create any hazards that might affect upon the health, safety and performance of the user. Material Safety Data Sheets (MSDS) for the glove material(s) shall include finishes to confirm there is no toxicity concern to the wearer. The POL gloves shall be clearly labeled in accordance with commercial practices for use, care, warnings, and storage and any additional informa tion required by law. The label shall also be able to accommodate required. government information such as Contractor’s name, contract number, size and Na tional Stock Number (NSN). Information shall be provided in an Instruction Sheet with each pair of gloves or if possible sewn to the inside of the gloves. The U.S. Army Robert Morris Acquisition Center, Natick Contracting Division, for the Army Soldier & Biological Chemical Command, Natick, MA intends to award up to four (4) purchase orders (within available funding constraints) for technical and user evalua tion quantities. A maximum quantity of 100 pairs of gloves (CLIN 0001) per purchase order (total 400 pairs) will be purchased for technical and user evaluation/acceptance. Sizing tariff to be provided by the Government. Items will be technically tested a nd user evaluated for the following criteria: 1. Technical Area Evaluation: Will consist of environmental protection, flexibility, dexterity/tactility (lab), resistance/degradation to kerosene base fuels (e.g. JP8), flame resistance, and static propensit y. 2. User Evaluation Area – Will consist of human factors to include (but not limited to) the following criteria: background questionnaire (user/wearer’s demographics and experience with POL operations) color, design, fit, comfort, compatibility , dexterity/tactility, grip, durability, breathability (if applicable), environmental protection, and user acceptance/preference. The Technical area is greater in importance than the User Evaluation area, which is more important than the Price area, which is slightly more important than the Past Performance area. All evaluation areas other than Price, when combined, are significantly more important than Price. This phase will take approximately twelve (12) months. If items are acceptable in the areas/cr iteria defined above, the Government may exercise an option to procure a maximum quantity of 25,000 pairs of POL gloves (CLIN 0002) (within funding constraints) to one or two companies based on the evaluation criteria listed above (technical and user evalu ation) and best value to the Government. The required delivery of the initial quantity (CLIN 0001) is 20 calendar days after award of a purchase order and if the option quantity is exercised (CLIN 0002), the required delivery for the option quantity is wi thin 120 calendar days (desired delivery for the option quantity is 90 days). The Government reserves the right to issue multiple orders up to the maximum quantity of 25,000 pairs of gloves. Offeror’s may propose a different delivery schedule in thei r proposals that may provide earlier delivery, but may not propose a later delivery date than the Government’s required delivery time. The delivery address for CLIN 0001 is U.S. Army Soldier Biological & Chemical Command, Natick, MA 01760. If the option is exercised, optional quantities (CLIN 0002 shall be delivered to the following CONUS and OCONUS locations: Ft. Hood, Texas; Ft. Bliss , Texas; Ft. Drum, New York; Ft. Lee, Virginia; Ft. Stewart, Georgia; Ft. Riley, Kansas; Ft. Bragg, North Carolina; Ft. Campbell, Kentucky; Ft. Lewis, Washington; Ft. Benning, Georgia; Ft. Carson, Colorado; Ft. Eustis, Virginia; Ft. Polk, Louisiana; Ft. Ir win, California; Germany; and Korea. Proof of delivery of each shipment shall be furnished to the Contract Specialist, Stephen Abate, in order to expedite payment to the contractor. All items shall be preserved, packaged and shipped FOB Destination in ac cordance with best commercial practices to the above location. The following clauses or provisions are specifically referenced and are required in the response to this solicitation:Federal Acquisition Regulation (FAR) clause 52.212-2 ‘Evaluation †“ Commercial Items’ applies to this solicitation, addenda are as follows: Proposals and product samples submitted in response to this combined synopsis/solicitation shall be evaluated using the following evaluation criteria, in descending order of im portance, will be used to evaluate Offerors proposals and product samples: Technical, User Assessment, Price and Pa st Performance. The Technical area is greater in importance than User Assessment, which is more important than Price, which is slightly more important than Past Performance. All evaluation factors other than Price, when combined are significantly more im portant than Price. Federal Acquisition Regulation (FAR) clause 52.212-1 ‘Instructions to Offerors – Commercial Items’ applies to this solicitation, addenda are as follows: The Technical area will be evaluated for: the proposed items’ c apability to meet the solicitation requirements (see first paragraph of this combined synopsis/ solicitation) as demonstrated by the written proposal (to include all test data; test data for flame resistance and static propensity shall be from an independe nt laboratory), product literature, and product samples submitted (two pairs of gloves: one medium and one large size). Sample gloves will be assessed by the user for human factors to include: donning, doffing, size, color, design, fit, comfort, dexterity /flexibility, and user preference/acceptance. Price will be evaluated for price realism, fairness, and reasonableness. Past Performance: Vendor’s recent relevant experience in providing these or similar items will be evaluated for performance risk. Vendors shall submit a written technical proposal not exceeding (15) pages, which describes how their item(s) meet the requirements stated herein. Vendors shall submit a written past performance proposal not exceeding (3) pages, which describes their recen t, relevant experience in providing POL gloves or similar items. The Past Performance Proposal shall contain the names of references, points-of-contact for the company referenced, and current telephone numbers, fax numbers and e-mail addresses for the ref erence. Offerors may submit a maximum of two proposals. Proposal submission shall consist of two volumes: Technical and Past Performance shall be one volume with two separate sections (submit original and 5 copies). Price shall be second volume and shal l include all required representations and certifications (see FAR 52.212-3 and DFARS 252.212-7000) (submit original and 2 copies). With the technical proposal, Vendors shall submit product samples (one of each size Medium and Large) that meet the require ments stated herein. Pricing shall be in the contractor’s format, but shall address each CLIN listed above.
