- The Bureau of Reclamation intends to issue an Invitation for Bids. This procurement is being conducted under FAR Part 14, Sealed Bidding. The solicitation is unrestricted. This solicitation will be available at http://ideasec.nbc.gov website on or about August 22, 2003 with an offer due date of 30 days following issuance. PAPER COPIES OF THIS SOLICITATION WILL NOT BE ISSUED AND TELEPHONE REQUESTS OR FAX REQUESTS FOR THIS SOLICITATION WILL NOT BE ACCEPTED. Description: Construction of the 5 ft. wide concrete walkway includes 1) Excavation and removal of earth fill material; 2) Excavation and removal of rock; 3) Reinforced cast-in-place concrete retaining walls; 4) Provide compacted fill material behind retaining concrete retaining walls; 5) Reinforced cast-in-place concrete walkway with raised curbing; 6) Provide 6-inch-diameter PVC culverts as needed to prevent collection of water behind elevated sections of the walkway; 7) Provide custom-fabricated handrails using steel tubing. Apply powder dipped coating material (UV-resistant) at manufacturer's facility (factory); 8) Provide grounding cable and connection brackets for metal handrails with connections to existing grounding system; 9) Provide lightweight prefabricated pedestrian bridge to span gap from trail end to level 5 of the VC Parking Structure. Approximate length; 25 linear ft. with 5 ft. minimum clearance width; 10) Saw-cut opening in non-structural concrete parapet wall of VC Parking Structure. Width of saw-cut opening will be dependent on final design of prefabricated pedestrian bridge and the connection to the VC Parking Structure. NOTE: De-energize existing embedded electrical conduit and wiring that provides power to the decorative lights in the parapet wall; 11) Provide new conduit and wiring as needed to reconnect decorative lights in parapet wall; 12) Provide decorative gate (at connection to the VC Parking Structure) with self-closing spring-loaded hinges and fixtures for locking gate in open or closed position. Decorative gate to be fabricated with satin finish stainless steel tubing similar to existing fabricated metalwork on the Visitor Center Parking Structure; 13) Provide ornamental security fence and gate at the beginning of the concrete walkway (Nevada switchyard). Ornamental security fence - Minimum height; 6 foot. Maximum opening; 4-inch spacing between vertical bars. Gate: Single or double swing-type gate w/ 12 ft. opening; and 14) Provide pre-cast concrete benches w/ polished (ground) aggregate surfacing, 3-seat square ADA concrete picnic table w/ polished (ground) aggregate surfacing, pre-cast concrete bollards, 30 gallon exposed aggregate concrete waste receptacles, and bicycle racks (powder coated tubular steel, traditional configuration). The Bureau of Reclamation anticipates entering into a firm fixed-price construction contract as a result of this solicitation. This acquisition is subject to P.L.100-656, Small Business Competitive Demonstration Program, and as such is open to all concerns regardless of size. The NAICS code for this project is 234110 with a small business size standard of $28.5 million. The contract performance period is 90 calendar days following Notice to Proceed. The estimated price range for this project is between $250,000 and $500,000. Performance and payment bonds will be required following award pursuant to the Miller Act. A bid guarantee is also required. Contractors are urged to visit the site to ascertain existing work conditions.
