- The National Park Service, Pacific Islands Support Office (NPS) intends to award a sole source indefinite quantity contract in accordance with FAR 6.302-1, only one responsible source will satisfy agency requirements, to Space Imaging, North America, 10003 Derekwood Lane, Suite 201, Lanham, Maryland 20706. This requirement is for the acquisition of satellite imagery of the main eight Hawaiian Islands, American Samoa and the Northern Marianas Islands of Guam and Saipan, hereinafter referred to as Pacific Basin parks. The imagery will be used in GIS and other computer applications by the NPS and other agencies for ecosystem management on a broad, cross-agency basis. Services provided shall include the acquisition of 1-meter pan-sharpened (color) and 4-meter multispectral satellite imagery. The bundle shall consist of 11-bit satellite imagery, 4-meter spatial resolution multispectral (not mosaiced or tonally balanced in order to preserve the spectral integrity of the data); and 11-bit, 1-meter resolution color (pan-sharpened) imagery mosaiced, tiled and tonally balanced portions of the Pacific Basin parks. Space Imaging will provide the data bundled in both 1 meter pan sharpened and 4 meter multi-spectral formats with true spectral, multiple bands, which will allow for spectral analyses, supervised and unsupervised classifications and adjustments. The imagery of the main eight Hawaiian islands shall be delivered in Geo Tiff file format, UTM projection zone 4 (Zone 5 for the island of Hawaii), NAD83 Datum, GRS 1980 Ellipsoid using the USGS 10-meter DEM or better, on CD-Rom or other media as specified by the NPS. The imagery of the islands of American Samoa (Tutuila, Tau, Ofu, Olosega) shall be delivered in Geo Tiff file format, UTM projection zone 2 South, WGS84 Datum, GRS 1980 Ellipsoid using the USGS 10-meter DEM or better, on CD-Rom or other media as specified by the NPS. The imagery of the Northern Marianas Islands of Guam and Saipan shall be delivered in Geo Tiff file format, UTM projection zone 55 North, WGS84 Datum, GRS 1980 Ellipsoid using the USGS 10-meter DEM or better, on CD-Rom or other media as specified by the NPS. Units of the imagery shall be in meters with less than 20% cloud cover. Re-sampling method to be used for the imagery will be nearest neighbor. Imagery shall meet or exceed a 10-meter CE90 horizontal accuracy (4.8 meter RMSE). The imagery shall be tiled in a modified format based on the tiling scheme (25 square km. units, 100 square km. minimum acquisition on even coordinates) as specified by the NPS. NPS will have the option to task new imagery collections or utilize the existing Space Imaging archive of imagery between 1999 and 2002, inclusive, to meet their task orders. Space Imaging will provide a license agreement to the NPS which will allow the NPS to share and leverage the imagery and related data with the other 30+ members of the Hawaii IKONOS Consortium, in order to meet agency mission and mandates, to allow for resource management at the ecosystem level, and for planning and management purposes. The NPS intends to award a contract for one base year with a possible four option years for this satellite imagery acquisition. Space Imaging is the only known provider of this service as detailed above. This is not a request for competitive proposals. However, all interested parties who believe they can meet this requirement re invited to submit in writing, complete information describing their ability to provide this service. Such information should include cost proposal information for providing the service, and specific information addressing the requirements stated above. Responses may be mailed to the National Park Service, Haleakala National Park, P.O. Box 369, Makawao, HI. 96768, Attn: Contracting Officer. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the NPS not to open the requirement to competition is solely within the discretion of the NPS. If no affirmative written responses are received by close of business August 28, 2003, a sole source contract will be issued to Space Imaging, North America.
