Description

This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. This request is being issued as a Request for Quotations #Q8304034655. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-15, dated July 24, 2003. FAR clauses and provision are available through Internet access at http://www.arnet.gov/far. This solicitation is 100% set-aside for small business and the small business size is 500 employees. The North American Standard Industrial Classifications System (NAICS) code is 324121. This solicitation may be a multiple award. The following is a description of the requirements for this acquisition: ITEM #0001: 1000 Tons of Asphalt Hot Mix, State Highway Mix V; ITEM #0002: 3000 Tons of 3/4 inch Base Course material. FOB Destination, Hawaii Volcanoes National Park. DELIVERY LOCATION: Mauna Loa Gravel Pit, off Highway 11, approximately 2 miles beyond Park entrance. Approximate start date: September 30, 2003, subject to award of contract. Quoters/Bidders must review and comply with the FAR Provisions or Clauses that apply to this solicitation. The following clauses or provisions are specifically referenced and are required in the response to this solicitation: 52.212-1, INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS: 52-212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS, a completed copy of the provision at 52.213-3 must be submitted with the bid/offer; 52.212-4, CONTRACT TERMS AND CONDITIONS-COMMERCIAL ITEMS; 52.212-5, CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS-COMMERCIAL ITEMS; 52.214-22, EVALUATION OF BIDS FOR MULTIPLE AWARDS applies to this acquisition including the following clauses: 52.222-3 convict Labor, 52.225-13, Restrictions on Certain Foreign Purchases, and 52-233-3, Protests after award; and the following paragraph (b) clauses added: 52.222-21, Prohibition of Segregated Facilities (2/99); 52.222-26 Equal Opportunity; 52.225-35 Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-37 Employment Reports on Disabled Veterans of the Vietnam Era; 52.225-3 Buy American Act-North American Free Trade Agreement-Israeli Trade Act-Balance of Payments Program with alternate 1; 52.232-33, Payment by Electronic funds Transfer - General Contractor Registration.
