Description

The Fleet and Industrial Supply Center (FISC) Norfolk Detachment Philadelphia intends to modify incumbent contract N00140-99-C-G403, with San Diego City College (SDCC) of San Diego, California, to provide an additional six (6) months of instructional services and related functions, for the Technical Training Center (TSC), Great Lakes, Illinois, for the period 1 October 2003 through 31 March 2004. The instructional services and related functions of the incumbent contract are considered critical and vital to the Government and must be continued, without interruption, pending competitive award of a follow-on contract, anticipated to commence 1 April 2004. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. SDCC is the only known source that has the necessary contract infrastructure, including experience, expertise, facilities and trained personnel in place to perform all required services, without interruption, commencing 1 October 2003, at TSC Great Lakes. Interested persons may identify their interest and capability to respond to the requirement or to submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within forty-five (45) days after the date of publication of this synopsis. A determination by the Government not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for information received. The applicable North American Industry Classification System code and size standard are 611310 and $6M, respectively. Numbered Notes 22 and 26 apply.
