03-M-0026 American Institute of Aeronautics and Astronautics 1996-2004 Online Meeting Papers This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The Request for Quotation (RFQ) Number is F33600-03- M-0026. This solicitation and incorporated clauses/provisions are those in effect through Federal Acquisition Circular 2001-14 and DFARS Change Notice 20030722 Edition. The solicitation incorporates by reference the following clauses: FAR 52.212-1, 52.212-3, 52.212- 4 and 52.212-5. DFAR 252.204-7004. NAIC Code: 813920 This is a sole source requirement in accordance with FAR 6.302-1 to the American Institute of Aeronautics and Astronautics 1801 Alexander Bell Dr. Reston, VA 20191. The American Institute of Aeronautics and Astronautics (AIAA) has exclusive legal copyrights and does not market their products through distributors. This RFQ has the following line item(s): Line Item 0001 – 1996-2004 American Institute of Aeronautics and Astronautics Online Meeting Papers The period of performance is 1 September 2003 through 30 August 2004. Authority: 10 U.S.C. 2304(c)(1), Justification: Services required are available from only one or a limited number of responsible source(s) and no other type of services will satisfy agency requirements. Mr. Michael Higgins has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer. According, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals or the source solicitation process and, therefore, for routine matters on individual solicitations, please contact the buyer at the email address listed herein.
