Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemental with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). This solicitation number is GDQ031042. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-15. The applicable North American Industry Classification System (NAICS) 325320; size standard is 500 employees. The Bureau of Land Management, Socorro Field Office is soliciting for the purchase of the following herbicides: Item 1) Herbicide, 260 gallons - Garlon 3A (2.5 gallon containers), Triclopyr: 3,5,6-trichloro-2-pyridinyloxyacetic acid, triethylamine salt-44.4%; Item 2) Herbicide, 140 gallons - Garlon 4 (2.5 gallon containers), Triclopyr: 3,5,6-trichloro-2-pyridinloxyacetic acid, butoxyethyl ester-.61.6%; Item 3) Herbicide, 70 gallons - Arsenal (2.5 gallon containers), Isopropylamine Salt of Imazapyr (2-[4,5-dihydro-4-methyl-4-1(1-metylethyl)-5-oxo-1H-imidazol-2-yl]-pyridinecarboxylic acid) - 28.7%; Item 4) Herbicide, 20 gallons - Plateau (2.5 gallon containers, Ammonium salt of Imazapic 2-[4,5-dihydro-4-methyl-4-(1-methylethyl)-5-oxo-1H-imidazol-2-yl]-5-methyl-3-pyridinecarboxylic acid - 23.6%; Item 5) Herbicide, 100 pounds, Spike 20P (25 pound bags), Tebuthiuron: N-[5-(1,1-dimethylethyl)-1,3,4-thiadiazol-2-yl]-N,N'-dimethylurea - 20.0% (pellet). The Contracting Officer must approve alternative herbicides other than the Name brand specified in advance. Any product purchased from this contract must have appropriate labeling. Offerors must provide products meeting this label constraints or product will be returned at quoters expense. DELIVERY FOR ALL ITEMS AND ALL QUANTITIES IS ON OR ABOUT 9/1/03. Delivery shall be made to the BLM Socorro Field Office, Attn: Kathy Gonzales, 198 Neel Ave NW, Socorro, NM 87801. TRANSPORTATION/FREIGHT CHARGES: All costs of transportation/freight, from shipping points to the destinations shall be paid by the Contractor and included in his unit price quoted for the items. EVALUATION FOR AWARD: Award will be made to the responsible firm whose quote is most advantageous to the Government, price ,delivery and past performance considered. APPLICABLE FAR CLAUSES AND OTHER PROVISIONS: The following FAR provisions apply to this RFQ and are incorporated by reference: 52.204-6 Contractor Identification Number -- Data Universal Numbering System (DUNS) Number; 52.212-1 Instruction to Offerors - Commercial Items; 52.212-2 Evaluation - Commercial Items; 52.212-3 Offeror Representations and Certifications -- Commercial Items (Note: offerors must include a copy of the provisions at 52.212-3 with quote -- this can be obtained at http://www.arnet.gov/far); 52.212-4 Contract Terms and Conditions - Commercial Items; 52.212-5, Contract Terms and Conditions. Required to Implement Statutes or Executive Orders - Commercial Items (including 52.203-6, 52.2l9-8, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, and 52.225-3); 52.219-6 and 52.232-33. A price quote, submitted on your company letterhead or your standard company quotation forms, for the requested items showing the SOLICITATION NUMBER, UNIT PRICE, EXTENDED PRICE, FOB, PROMPT PAYMENT TERMS, DELIVERY TIME, AND CORRECT ADDRESS. OFFERS MUST BE SIGNED. Each offer shall include a completed copy of the provisions at FAR 52.212-3 Offeror Representations and Certifications Commercial Items, their DUN & BRADSTREET CODE, and Tax Identification Number (TIN), Referenced clauses and provisions are available at: http://www.arnet.gov/far. Quotes shall be sent to Bureau of Land Management, Attn: Janet Huff, Procurement, 435 Montano, Albuquerque, New Mexico 87107 by COB (4:30 p.m. local time) on or before August 22, 2003.
