- 100% 8(a) Competitive Set Aside Acquisition. ROLE PLAYER services to be performed at the Federal Law Enforcement Training Center (FLETC) located in Brunswick (Glynco), Georgia. Role-playing is to provide simulation of everyday law enforcement situations to reinforce classroom lecture for students from approximately 75 federal agencies. Using approximately 450 scenarios furnished by the FLETC training divisions, contractor will provide appropriate role players by sex and national origin that are physically prepared and trained to fill the roles as ordered by the FLETC on a monthly basis. Changes in the monthly role player schedules are prevalent and contractor must be flexible in rescheduling roles as needed. Government-furnished facilities and props for simulation roles are provided to the contractor. Contractor will be responsible for maintenance of and is accountable for entire Government-owned prop inventory. The FLETC is a secure facility and contractor must obtain entry clearance for all employees (estimated at 200+). This solicitation will result in a Firm-Fixed-Price Requirements Contract with Indefinite Delivery-Indefinite Quantity and Cost Reimbursement line items and is planned for a base and four option years. Base year scheduled for award NLT 11/24/03 for the period 1/1/04 through 9/30/04; option years are 12 months, from October 1 through September 30 of the following years. Estimated total dollars for this contract is $10,000,000 to $20,000,000 over the total period from 1/04 through 9/08. Bid and performance bonding is required. Pre-Proposal Conference attendance is mandatory to allow prospective offerors to view role playing in progress and the climatic conditions that role playing will be performed in. Solicitation issue date o/a 9/19/03 with response date of 10/20/03; the pre-proposal conference will be scheduled approx. one week after the solicitation is issued. Firms who wish to attend the conference will need security clearance; only two representatives from each firm will be permitted due to the high number of attendees expected.
