- PART: U.S. GOVERNMENT PROCUREMENTS CLASS CODE: Z-Maintenance, Repair or Alteration of Real Property OFFADD: USDA, ARS, FMO, BA Purchasing Section, 10300 Baltimore Ave. Bldg 003 Rm 321, Beltsville, Maryland 20705-2350 SUBJECT: Repair/Replace Flat Roof on Bldg 009 Greenhouse. SOL: ROOF009 DUE: 09-16-03 DESC: This is a Request for Quotes (RFQ) and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-15a This project is restricted to HUBZONE small business concerns only. This job is to be completed 30 days after receiving Written Notice to Proceed by the Contracting Officer. All work shall be in compliance with Statement of Work, Special Conditions part II, USDA clauses, wage rate MD030057 mod.O, cited spec, codes, drawings and Government forms, all will be available for you to download on or about August 26, 2003 only from website http://www.fedbizopps.gov no documentation will be mailed. Work to consist of but not limited to: The contractor shall supply all labor, materials, equipment, tools, supplies, transportation, shipping and supervision to repair/replace the Flat Roof on Building 009 greenhouse. Building 009 Greenhouses were built in the early 1930?s. The building is all concrete construction. The walls are 14 inches of concrete and the roof decking is 6 inches of concrete. Building 009 greenhouse basement is presently occupied with labs, growth chambers, researchers and their support staff. Prior to commencing work, the contractor is required to obtain Construction Authorization, vehicle permits, and identification badges. These may be obtained from the Engineering and Planning Section Building 426-A, BARC-East, Beltsville, Maryland, Vehicle permits and identification badges shall be returned to the Government prior to the final payment being issued. An approved work schedule and approved safety plan are also required prior to work startup. SUBMITTALS: all materials, supplies or equipment used (i.e., a permanent part of the project shall go through submittal process. The contractor must submit a submittal sheet with all the pertinent product data, installation recommendations an warranty information. MOBILIZATION: mobilize all necessary personnel, equipment, supplies and supervision to initiate a work start up (dumpsters, ladders, plastic, signage, safety items, etc).DEMOLITION: Demo/tear off existing roofing system down to concrete decking. Remove all debris from site. INSPECTION: Inspect all concrete roof decking for cracks, holes and separations. REPAIRS: Repair all cracks, holes and separation with concrete, backer rod, foam or materials that are compatible with the concrete. This is to create a solid bonding/fusion with the roofing deck and ensure a watertight roofing system. EXHAUST FAN INSTALLATION: Install two (2) roof top centrifugal belt-drive up blast exhaust ventilators. Each fan shall have variable speed controls with dampers, .25 static pressure and have a 3220 cfm air delivery. This shall include wiring for stats and wiring for motors and wiring back to the breaker box for complete operation. The exhaust fans shall be installed on a curb. The curb shall be a minimum of 12 inches off of the roof. Locations of the fans shall be indicated on the drawing. ROOFING SYSTEM: Install mop down tapered modified bituminous roofing system. The roofing system shall include perlite board, 2 ? inches insulation and torched down granulated bituminous and all other roofing materials incorporated to make a complete roofing system. WARRANTY: The roofing system be warranted for 15 years on materials and 2 years on workmanship. SPECIAL NOTATIONS: ALL WORK SHALL BE PERFORMED IN ACCORDANCE WITH THE MANUFACTURERS INSTALLATION RECOMMENDATIONS, BARC SPECIAL CONDITIONS, OSHA, NEC, AND BOCA CODES. Warranty shall be 10 years on materials and 2 years on workmanship. The complete Statement of Work drawings, specs and clauses will only be available from the website http://www.fedbizopps.gov on or about August 26, 2003 no documentation will be mailed from the office. The NAICS Code for this project is 238160 with a small business size of 12.0 million. This job is to be completed 30 days after Notice to proceed form the Contracting Officer. All offerors must include with their quote on or before September 16, 2003 by noon. A completed copy of the Certification and Representations FAR 52.204-3 Taxpayer identification, 52.209-5 Certification Regarding Debarment Suspension and other Responsibility Matters and 52.219-1 Small Business Program Representation, faxed quotes will be accepted. FAR certification and representations and other clauses cited can be found on http://arnet.gov/far. There will be only one site visit September 4, 2003 at 2p.m. The Government recommends that contractors providing a quote for this project visit the site and make themselves aware of the site conditions. FAR Clause 52.228.13 Alternative Payment Protection applies to the successful offeror citing a Payment Bond or Irrevocable letter of Credit must be presented to the Contracting Officer within 10 days after Notice to Proceed. Any questions regarding this project must be faxed, mailed or e-mailed to the office address. No documentation will be mailed from the contracting office, the contractor is responsible for downloading the statement of work, drawings, clauses, specs and wage rage and other documents from the website.
