Description

The USDA, Agricultural Research Service (ARS), intends to negotiate solely with Beckman Coulter in Fullerton, CA to furnish, deliver (F.O.B. Destination, within Consignee's Premises), and install at the USDA, ARS, Beneficial Insects Introduction Research Lab (BIIRL), in Newark, Delaware for a Biomek 2000 Laboratory Automation Workstation, components, windows-based software and consumables. This system will be used to completely automate handling of liquids for DNA extraction, purification, quantitation, and concentration normalization, and for set-up of restriction-ligation, PCR, and sequencing reactions, and for preparation of DNA for automated fragment analysis and sequencing in a 96-well format. The system and components must be UL Approved and manufactured to ISO 2001 Standards; Uses disposable pipette tips as low as 1 uL and as high as 200 ul with a CV of 5% or better fill-to-fill and channel-to-channel (for multichannel pipettor); Has single and 8-channel pipettors covering the above pipetting range; Has a gripper tool, shaker, thermal units, plate reader, and a vacuum manifold compatible with standard 96-well plates. The system shall be capable of extracting and preparing for reactions at least four 96-well plates of samples per day. The system must have an expandable work surface of 8-12 positions for placement of interchangeable liquid-transfer tools, pipette tips and labware. All pipetting tools have the ability to track the meniscus after each liquid transfer and adjust for estimated liquid height. Includes an automatic used-tip collection into a bio-hazard bag or other container without using work surface space. The valve and interchangeable wash tool's precision permits dispensing from 50 mL to 150 mL with 4% CV or better. The wash tools are compatible with a variety of labware including 1.0 and 2.0 mL, 96- well plates. They system must easily integrate a plate shaker. Accepts generic device for interfacing with 3rd party hardware. The system must be capable of multi-tasking between run and edit modes. Seven communication ports are available for the computer and other devices. On-line temperature control from 4 degrees Celsius to 80 degrees Celsius on the work surface. ALL THIS FOR A LUMP SUM OF $________. The Operating System shall have Windows NT compatible software, computer and cables. The software program shall import and export spreadsheet tables and execute table functions. All software shall be Y2K compliant. DELIVERY - Delivery shall be FOB Destination, within Consignee's Premises, at the USDA, ARS, BIIRL, 501 South Chapel street, Newark, DE 19713 within 60 calendar days after receipt of the purchase order. Delivery shall be made within the hours of 8:00 a.m. to 4:30 p.m., Monday through Friday, excluding Federal holidays. WARRANTY - A standard commercial warranty shall be provided with this equipment and software. A copy of such warranty shall be provided with the offer. EXTENDED WARRANTY - Provide a copy of all available warranties and associated costs. TRAINING - The company shall provide a minimum of 1 day on-site training and include all pertinent training materials. Training shall be coordinated with the COR (to be named at time of award). MANUALS - The company shall provide one (1) copy each of the site preparation, users, software, and maintenance manuals for each item (as required). The site preparation manual shall be submitted prior to delivery and all other manuals shall be submitted at time of delivery. The system includes shipping. INSTALLATION - Shall be completed within one week after delivery and coordinated with the COR (to be named at time of award). Payment terms are 100 percent upon completion of installation, training, and full system implementation and may be made by a purchase order or a Government Credit Card. The contractor shall provide a one year parts and labor warranty on the equipment. The contractor is required to provide a copy of any extended warranty information. The NAICS is 423490. Companies with the demonstrated capability and financial capacity to provide and service such equipment must submit a written substantive statement outlining the Company's and systems' capabilities to the Contracting Officer within five (5) days of publication of this notice. This is not a request for proposal. No solicitation is available.
