POC James Thompson, 907.228.6335<br> <br> DESC: The Tongass National Forest is seeking quotes for Barge Reverse Osmosis (RO) Water System Parts as described in this notice. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This notice constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This solicitation is issued as Request for Quotes (RFQ) KTN-03-52. The following Federal Acquisition Regulation clauses are incorporated by reference: 52.212-1 "Instructions to Offerors-Commercial Items"; 52.212-4 "Contract Terms and Conditions-Commercial Items"; 52.212-5 "Contract Terms and Conditions Required to Implement Statutes or Executive Orders (the following clauses are checked as included: 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3 and 52.232-34). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-09. This acquisition is totally set-aside for small business concerns, NAICS 221310. The small business size standard for this acquisition is $6.0 million. Submission of a quote constitutes a representation that the quoter is a small business. <br><br> Item 1: Provide centrifugal feed water pump, 1/3 HP or higher. Stainless steel housing, impeller, and shaft, with ball bearings. TEFC corrosion resistant housing and motor. Single-phase capacitive start/capacitive run. Made in USA. Quantity- 3 <br><br> Item 2: Provide 4-element SS filter housing, accepts 10-inch filter cartridges. Aqua-pure Model SS4 or equivalent. Made in USA. Quantity- 6 <br><br> Item 3: Provide high-pressure pump, 3 HP or higher, non-corrosive head, open drip proof construction or better. Capacitive start/capacitive run high efficiency motor. CAT Pump Model 8024ES or equivalent. Made in USA. Quantity- 3 <br><br> Item 4: Provide 40? RO membrane and fiberglass/anodized aluminum constructed housing. Made in USA. Quantity- 12 <br><br> Item 5: Provide 100? hydraulic hose suitable for potable water and compatible with RO membranes. Made in USA. Quantity- 3 <br><br> Item 6: Provide all necessary swage-installed fittings for above hose, to be assembled by customer. Include one extra of each fitting. Made in USA. Quantity- 3 <br><br> Item 7: Provide ultra-violet sterilization light with sterilization capacity of 100 gallons per hour, runs on 110V AC. Made in USA. Quantity- 3 <br><br> Item 8: Provide all pressure gages and automatic shut-offs as appropriate for feed-water and high-pressure systems. Made in USA. Quantity- 3 <br><br> Item 9: Provide all flow meters for feed water, rejected water, and product water. Made in USA. Quantity- 3 <br><br> Item 10: Provide automatic water quality sensing with digital readout of water quality in ppm, and automatic accept/reject of product water at 50ppm Total Dissolved Solids. Made in USA. Quantity- 3 <br><br> Item 11: Provide means to regulate membrane pressure, manual or automatic. Made in USA. Quantity- 3 <br><br> Item 12: Provide suitable manifold with labeled valves to facilitate cleaning, preserving, and flushing of RO system. Made in USA. Quantity- 3 <br><br> Item 13: Provide all manufacturers specification sheets and manuals for each component above, as applicable. Quantity- 3 <br><br> All items shall be delivered f.o.b. USDA Forest Service, Tongass National Forest, 648 Mission St., Ketchikan, Alaska, 99901. Delivery is TBD. <br><br> Quotes may be submitted on vendor's letterhead stationary and may be mailed to Tongass National Forest, Federal Building, 648 Mission St. Ketchikan, AK 99901, sent via FAX to 907.228.6254. Quotes must be submitted not later than 3:00 p.m. (Alaska time) on August 25, 2003. Quotes must also include a completed copy of FAR 52.212-3, "Offeror Representation and Certifications-Commercial Items." Item 6 Quantity will remain three (3) each. <br><br> Amend Item 10 Description to read: "Provide auotmatic water quality sensing with digital readout of water quality in ppm, and automatic accept/reject of product water at 500ppm Total Dissoved Solids. Made in USA." Item 10 Quantity will remain three (3) each. <br><br> To obtain a copy of the Schematic and Equipment List please fax a request listing the solicitation number to 907-228-6254 or email a request to carriefairbanks@fs.fed.us.<br> <br> CLARIFICATION QUESTIONS and REPLIES: <br><br> Q: What is the feed water supply of the system? <br> Reply: The system will be used to clarify seawater. <br><br> Q: What is the end use of the water? <br> Reply: RO system will be used to generate potable water. <br><br> Q: What is the production requirement of the system? <br> Reply: Each system will be run with four membranes, so will produce approximately 1,500 GPD. Note that this production rate will be in Southeast Alaska waters, so the system should produce 1,500 GPD with a feed water temperature of about 43 degrees Fahrenheit. <br><br> Q: What power supply/voltage configuration is available for the motors?<br> Reply: Available power is 240V, single phase. <br><br> Q: Item 4 states "Provide 40? RO membranes..............." We assume that the membrane and pressure vessels are to be 2.5" x 40" which is the industry standard size for use with the pump specifications that you have provided. We also assume that the systems are for seawater use. No raw water data was provided in your RFQ. We would suggest that you specify this to prevent incorrect equipment being quoted or provided. RO systems and membranes are available for use in tapwater, brackish, and seawater. The tap and brackish systems are significantly less expensive but will not work in high salinity applications such as seawater.<br> Reply: This item calls for standard 2.5? x 40? membrane and pressure vessels. The system will be used to desalinate seawater. <br><br> Q: Item 5 states "Provide 100? hydraulic hose................" At end of this item, it states quantity 3. Does this mean you want 3 each 100 foot coils of hose? This seems like a lot for building three systems. <br> Reply: Yes, this item calls for three (3) 100-foot lengths of hose, a total of 300 feet of hose. <br><br> Q: Item 6 states "Provide all necessary swage-installed fittings..............." There are numerous swages and dies, etc. that require a hydraulic press to assemble. We generally prefer to use re-usable type fittings that are easily assembled in the field with basic hand tools. In the event of a hose failure, end can be removed and re-attached. Is this okay to substitute? <br> Reply: Yes, re-usable type fittings are an acceptable substitute for swaged fittings. See solicitation Amendment. <br><br> Q: Item 10 states "Provide automatic water quality...........accept/reject of product water at 50ppm............" It is not generally possible to reduce the TDS of seawater to 50ppm. The normal specification and required water standard of USEPA is 500ppm. Is this what was intended? <br> Reply: The item should read ??accept/reject water at 500ppm?.? <br><br> Q: Is it the intent of this solicitation to require the vendor to supply the individual components of an RO system that will be assembled/installed by the customer or for the vendor to supply a packaged system that contains the items listed? <br> Reply: It is the intent of this solicitation to require the vendor to deliver the individual RO components FOB to Ketchikan, Alaska. The customer will install/assemble the systems. Three separate but identical RO systems will be installed in each of three Forest Service barges. Due to the unique space constraints aboard the barges and for ease of maintenance, the Forest Service has chosen to order individual RO components instead of three packaged systems. All components and interconnecting hoses and fittings should be sized such that the systems are ready for assembly. The solicitation requires 100 feet of hose for each system and reusable fittings (see Amendment) for flexibility in system layout aboard the barges.
