Description
The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), National Geodetic Survey?s (NGS) Geosciences Research Division (GRD) requires the services of contractor to accomplish critical tasks related to the geoid modeling and height modernization effort. The objective of NGS is to engage in efforts to improve the accuracy with which orthometric heights are determined using signals for GPS. The contractor will be required to perform various tasks related to the topic of ?Effects of Near Terrain Reductions on the Geoid Height System? in order to accomplish NGS?s objective. Solicitation number RFQ NCNL6000-3-0006 is issued as a Request for Quotations. The associated North American Industry Classification System is 541360 for this procurement. The attached Statement of Work (SOW) details the requirements for this action. The period of performance shall be from date of award through 18 months. Quotes will be evaluated on the following factors which are listed in descending order of importance: (1) past performance, (2) quality of personnel, (3) technical/management approach, and (4) price. The first three criteria, although relatively equal, are listed in order of importance; price is less important. The Federal Acquisition Regulations (FAR) web site is www.arnet.gov/far/loadmainre.html. FAR clause 52.213-4, Contract Terms and Conditions?Simplified Acquisitions (Other Than Commercial Items), applies to this acquisition. This will be awarded as a firm fixed price order based upon competition. Interested firms shall provide a quote in electronic format or by mail no later than 4:00pm on August 26, 2003 addressed to Phil Harrell, Acquisition Management Division, National Oceanic and Atmospheric Administration, 1305 East West Highway, Suite 7143, Silver Spring, Maryland 20910, or Phillip.Harrell@noaa.gov. Submit a complete proposal that shall be valid for 90 days. Proposals submitted electronically must be in MS Word format. The proposal shall be no more than five pages and shall include the following: 1) Nature of the Firm (e.g. Primary lines of business, Management, Location, Business Summary (e.g.. Financial Capability, Banking Relationship); 2) Personnel (e.g. Education, Experience, Credentials; 3) Approach (e.g. Understanding of NOAA?s Office of the National Geodetic Survey?s operations and procedures, Plan for performance upon award; 4) Past Performance (e.g. Relevant Experience with NOAA, Relevant experience with the National Geodetic Survey; 5) Pricing information . The quotation shall be stapled without a binder or elaborate cover. Award will be made using simplified acquisition procedures. Interested contractors are hereby advised that proposed changes to the Federal Acquisition Regulation require that contractors be registered in the Central Contractor Registry (CCR) in order to receive payments after September 30, 2003. The information set forth in this pre-solicitation notice is an advanced copy of NOAA?s Request for Quote that becomes final unless otherwise modified before the response date.
