- Description
- The National Heart, Lung, and Blood Institute (NHLBI) for the National Institute on Drug Abuse (NIDA) at the National Institutes of Health (NIH) intends to negotiate on a noncompetitive basis with Congressional Quarterly Inc., 1414 22nd Street North West, Washington, DC 20037 to provide subscription service for twelve (12) months on Congressional Quarterly (CQ) Legislative information for the following issues: 1) CQ.Com On Congress News and Analysis Package-CQ Bill Watch Report; 2) CQ Senate Watch; 3) CQ Bill Track; 4) Enhanced Government Documents; 5) Frontrunner; 6) White House Bulletin; 7) Testimony; 8) Transcripts and 9) CQ Bill Comparison Reports. Access to The Legislative analyses generated by CQ writers combined with the up-to-date legislative information and the user-friendly web-based format, are required to provide information to the NIDA Senior institute officials. The information is required extensively in preparation for Congressional hearings and briefings; it provides necessary background information for responding to Department and Congresional information requests; and it assists NIDA officials in identifying areas of concern to policy makers and the general public in relation to drug abuse and addiction. This acquisition is being conducted under simplified acquisition procedures and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) code is 511120 and the Small Business Size Standard 500 employees which are applicable to this requirement. his notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. Responses to this announcement, referencing synopsis number NHLBI-PS-2003-108 may be submitted to the National Heart, Lung and Blood Institute, Contracts Operations Branch, Procurement Section, Building RKL2, Suite 6042, 6701 Rockledge Drive, Bethesda, MD 20892-7902, Attention Ms. Cecilia Morales, Purchasing Agent.
