- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only Request for Proposals (RFP); proposals are being requested and a written solicitation will not be issued. The solicitation number is DTTS59-03-R-00503. The solicitation document and incorporated provisions and clauses are those currently in effect through Federal Acquisition Circular 97-26. This procurement is a small business set aside and is restricted to HUBZONE small businesses under SIC Code 4119. The solicitation is for shuttle bus service to transport Department of Transportation (DOT) personnel between the DOT Headquarters building and the United States Coast Guard building in Washington, DC on a daily basis. Interested offerors wishing to obtain a copy of the Statement of Work and proposal instructions shall send an electronic request to tanya.wade@ost.dot.gov. The anticipated contract is firm fixed price; period of performance is a one- year base period, with four one-year option periods. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition. The provision at FAR 52.212-2, Evaluation ?Commercial Items, applies to this acquisition; the evaluation factors to be used are (1) management and technical approach;(2) personnel; (3) past performance; (listed in descending order of importance) and price. The technical factors are more important than price. Offerors shall include a complete copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items with the offer. The clause at FAR 52.212-4, Contract terms and Conditions, applies to this acquisition with FAR 52.216-18, 52.216-19, 52.216-22, and 52.217-9 addended. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ?Commercial Items applies to this acquisition with the following clauses applicable; 52.203-6, 52.203-10, 52.219-8, 52.219-14, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 51.222-41, Department of Labor Wage Rate Determination No. : 1994-2103 Revision No. 30, date of last revision June 3, 2003 applies and 52.222-43. Offers are due by 4:00 pm EST., August 25, 2003 to Department of Transportation, OST, Acquisition Services, 400 7th Street, SW, Room 5106, Washington, DC 20590, to the attention of Tanya S. Wade. Late proposals shall not be accepted in accordance with 52.212-1. Facsimile proposals are not acceptable.
