Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation being requested and written solicitations will not be issued. The solicitation number is F7LGRS32050600, issued as a request for quotation. Responses/offers are due by 20 Aug 2003. Please visit www.eps.gov and register to automatically receive procurement notification from EPS. The system will inform you, via email, when there has been activity on EPS concerning this solicitation. Solicitation provisions are those in effect for Federal Acquisition Circular 2001-14. This requirement is 100% set-aside for Small Business and is advertised under the North American Industry Classification System (NAICS) Code: 421910 and Size Standard: $21.5M. Contractor shall furnish (2) two 8,000-gallon Aircraft Refueling Vehicles IAW attached specifications. Term of the lease shall be for a 12-month base period + one 12-month option period. In accordance with FAR 52.252-1, the following provisions and clauses are incorporated by reference: FAR 52.208-4, 5 FAR 2.208-5, FAR 52.208-6, FAR 52.208-7, FAR 52.212-4, FAR 52.219-6, FAR 52.222-3, FAR 52.222-19, FAR 52.222-21, FAR 52.222-26, FAR 52.222-35, FAR 52.222-36, FAR 52.222-37, FAR 52.228-8, FAR 52.232-33, FAR 52.233-3, FAR 52.247-34, DFARS 252.225-7001, and DFARS 252.225-7002. The following clauses apply to this acquisition and are included in full text: FAR 52.212-1-Instructions to Offerors--Commercial Items (Jul 2003) applies to this acquisition and is amended to read: FAR clauses and provisions can be located via the Internet at: http://farsite.hill.af.mil. Submit signed and dated quotations on company letterhead or quotation form. The Government reserves the right to evaluate proposals and award a contract without discussions with offerors. Offers shall be evaluated in accordance with FAR 52.212-2-Evaluation--Commercial Items (Jan 1999), which is incorporated into this Request for Quote, with addendum to paragraph (a) as follows: The following factors shall be used to evaluate offers: (i) technical capability of the item(s) offered to meet the Government requirement as stated in the attached specifications; (ii) price. The Government will make award to the responsible offeror whose offer conforms to the solicitation and is the greatest value to the Government. Technical capability and price are of equal importance.
