Description
NA Sources Sought - The Communications and Electronics Command (CECOM) Acquisition Center and PM WIN-T are seeking souces for a transit case confirgured 2.4 meter Tri-Band (C,X, and Ku-Band) satellite Terminal. PM WIN-T, is conducting a Market Research to identify sources for a Defense Satellite Communication System (DSCS) certified, International Telecommunications Satellite (INTELSAT) qualified, and Licensed (J/F-12 numbered) satellite terminal that meets the G overnment's requirement for a transit case configured 2.4 meter Tri-Band (C, X, and Ku-band) satellite terminal. The Government anticipates requirements for approximately 200 systems that may be ordered between Government FY04 and FY08. We request that sources capable of meeting the Government's technical requirements provide information about its products. The details for the technical requirement are contained in the Technical Specification for the Flyaway Triband Satellite Terminal (F TSAT); document number A3250266-G, dated December 1997. Refer to the Interactive Business Opportunities Page (IBOP) web site for a copy of the specification (web site https://abop.monmouth.army.mil). General System Description: The triband satellite terminal will be required to provide long-haul communications capability for forward-deployed forces. It provides reach back to CONUS and/or other overseas command centers as part of a Theater deployed co mmunications network. Key requirements for consideration under this Market Survey are listed below. Technical Specification, A3250266-G, Paragraph 3.2.1 System Performance Requirements is changed to include INTELST Standard E-1 Earth Terminal (ET) requirements IESS-208 for Ku-band operation. Delivery Schedule must be capable of supporting a nominal 60-day delivery from purchase order placement to delivery. Configuration one, satellite terminal must be capable of operating point-to-point in its basic configuration or optionally as a SPOKE in a hub/spoke Ground Mobile Force (GMF) communications network. Configuration two, satellite terminal must be capable of operating as a HUB in a hub/spoke Ground Mobile Force (GMF) communications network supporting a four spoke configuration. It must be air deployable on C-130 (Fuselage Station C, I, or M), C-141, C-S and C-17 aircraft via L463 Pallet. It must provide an optional replenishment spares kit for critical components. It must have a consumable spares kit. It must have a tool kit that supports the set-up/ tear down and repair/replace operation and maintenance concept for the terminal. It must have a Control, Monitor and Alarm (CM&A) system residing on a laptop computer that allows all communications equipment to be remotely configured from a graphical user interface. Touch screen type laptops are not recommended for tactical environment . It must have a Global Positioning System (GPS) that assists initial satellite acquisition. It must be able to be configured from the front panel controls or the systems laptop computer. It must have an antenna and tripod assembly that facilitates set-up, tear down, and band reconfiguration. The tripod assembly must be capable of withstanding steady state winds of 45 mph gusting to 60 mph without failing. It must have established maintenance support consisting of initial twelve-month Warranty coverage and options for one and two year additional Maintenance and Repair Support. The support must provide a turn around of failed components not to exceed 45 days. User pays shipping to vendor and vendor pays shipping to User. It must have a fully developed training package that reflects the current terminal configurations and variations; a desirable feature is a computer-based refresher-training tool. It must have a fully developed Operations and Unit Level Maintenance Manual and commercial component level manuals that reflects the current terminal confi guration. It must have a fully developed training package, including a computer-based basic/ refresher-training tool. It must be either DSCS certified or in the process of obtaining DSCS Certification (within 3 months) and compliant to interoperability requirements. Vendor to identify waiver restrictions and provide a brief description of the waiver and steps being made t o correct the restrictions. It must be licensed by have J/F-12 approval or is in the process of completing J/F-12 approval (within 6 months). All information should be submitted no later than 3 September 2003.
