THIS IS THE MILITARY SEALIFT COMMAND, SEALIFT PROGRAM MANAGEMENT OFFICE, WASHINGTON, DC MARKET SURVEY NO. 03-013 SUBJ: MULTIPLE VOYAGES OFF U.S. WEST COAST ISLANDS REQUIREMENTS 1. THIS IS A MARKET SURVEY CONDUCTED BY THE SEALIFT PROGRAM OFFICE OF MSC. IT IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE IS NOT AN OFFER. THE REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COST INCURRED IN THE PREPARATION OR ANY SUBMISSION TO THIS MARKET SURVEY OR TO CONTRACT FOR SERVICES. 2. MSC REQUESTS INFORMATION CONCERNING THE COST AND AVAILABILITY OF A US FLAG TUG/BARGE WITH COASTWISE ENDORSEMENT. THE MISSION REQUIRES A TUG AND BARGE FOR MULTIPLE VOYAGES DURING YEAR 2003/2004. THE VESSEL MUST BE CAPABLE OF A BEACH TYPE LANDING AT VARIOUS U.S. WEST COAST ISLANDS AND ABLE TO SECURE A BARGE PONTOON-LANDING SITE. THE VESSEL WILL LAND IN CONDITIONS RANGING FROM CALM TO 5-FOOT SURF. THE VESSEL SHALL BE EQUIPPED WITH A RAMP FIXED AT THE INBOARD END AND CAPABLE OF BEING ABLE TO SIMULTANEOUSLY DISCHARGE AND RECEIVE CARGO. THE RAMP SHALL HAVE A MINIMUM WIDTH OF 12 FEET AND MINIMUM LENGTH OF 40 FEET. THE VESSEL SHALL HAVE PERMANENT TIE DOWN POINTS INSTALLED OVER THE ENTIRE DECK TO PROVIDE FOR LASHING DOWN OF CARGO. THE VESSEL SHALL HAVE A PROTECTIVE BULKHEAD A MINIMUM OF SIX FEET HIGH ON EACH SIDE AND A BULKHEAD FORWARD AT LEAST EIGHT FEET HIGH TO PREVENT SALT WATER CONTAMINATION OF DECK CARGO. THE BARGE MUST BE MINIMUM OF 200 FT. LENGTH OVERALL AND 50FT. IN BEAM. THE LANDING OPERATIONS REQUIRE MOORING WINCHES CAPABLE OF MAINTAINING THE VESSEL IN POSITION SO THAT UNLOADING AND LOADING OF CARGO CAN BE ACCOMPLISHED IN A SAFE AND PROFESSIONAL MANNER. THE BARGE SHALL HAVE A CURRRENT COAST GUARD AND ABS LOAD LINE CERTIFICATE OF INSPECTION. THE TUG MUST BE A TWIN SCREW VESSEL WITH A MINIMUM OF 1,000 SHAFT HORSEPOWER. 3. CHARACTERISTICS OF THE CARGO TO BE TRANSPORTED ARE AS FOLLOW: ESTIMATED AVERAGE LOAD WILL REQUIRE 7,100 CONTINOUS SQUARE FEET OR UNOBSTRUCTED OPEN DECK SPACE AND WEIGH APPROXIMATELY 505 SHORT TONS. ESTIMATED BULK LOADS MAY COVER 600 TO 3,000 SQ. FT. OF DECK SPACE AND WEIGH FROM 200 TO 2,000 LONG TONS. TYPICALLY SMALLER LOADS OF BULK MATERIALS WILL BE LOADED ALONG WITH VARIOUS ROLLING STOCK. 4. INTERESTED PARTIES SHALL PROVIDE THE FOLLOWING INFORMATION BY 1500 13 AUGUST 2003: A. VESSEL NAME AND COMPLETE DESCRIPTION (SPEED, RANGE, ETC.) B. FLAG AND VISA STATUS C. AVAILABILITY D. LUMPSUM FOR EACH LIFT E. ALTERNATIVE PROPOSALS F. ANY PERTINENT QUESTIONS AND/OR COMMENTS G. BUSINESS SIZE 5. THE FEDERAL ACQUISITION REGULATION 19.102 ESTABLISHES THE SMALL BUSINESS SIZE STANDARD FOR THIS TYPE OF WATER TRANSPORTATION SERVICE AS NAICS "483111" WITH A SMALL BUSINESS SIZE LIMITATION OF 500 EMPLOYEES.
