- Description
- The Health Resources and Services Administration (HRSA) intends to negotiate on a SOLE SOURCE basis with Cecil G. Sheps Center for Health Services Research at the University of North Carolina, Chapel Hill, NC 27599. The purpose of this procurement is to obtain information on (a) child motor vehicle crash death rates to children aged 14 years and younger for Nouth Dakota and New York and (b) the adolescent suicide rate among youths aged 15-19 years for New Jersey. The contractor shall furnish the necessary personnel, materials, services and facilities to expand the secondary data analysis on child motor vehicle death rates and adolescent suicide rates, investigate activities in South Dakota related to child motor vehicle deaths, and prepare a revised best practices report for each state. Any other organization would have to spend significant resources to develop the data that Cecil already owns. Therefore, Cecil G. Sheps, Center for Health Services Research is the only responsible source without substantial duplication of cost to the Government under authority 41 U.S.C. 253(1), as set forth in FAR 6.302-1(b)(1). This requirement will be awarded under FAR Part 13 - Simplified Acquisition Procedures. The anticipated period of performance is for a twelve (12) month period. The NAICS code for this procurement is 541611. A Justification for Other than Full and Open Competition is on file. Fifteen (15) days from the date of the issuance of this notice, the Contracting Officer will proceed in accordance with FAR regulations to award a purchase order to Cecil G. Sheps Center for Health Services Research. This announcement is for information only. No solicitation is available. See Note 22.
