- PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. The Department of Interior (DOI), GovWorks is seeking proposals to provide engineering and analysis support to the Air Force Studies and Analyses Agency (AFSAA) in Extended Air Defense Simulations (EADSIM) and mission level modeling. This requirement is being issued by GovWorks under the franchise authority of the Department of the Interior (DOI) in accordance with FAR 13.5, Test Program for Certain Commercial Items. This competitive process will be simplified in order to facilitate the order process and prevent undue administrative burden upon the Contractor(s) and the Government. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6. This announcement constitutes the only Request for Quotes (RFQ); proposals are hereby requested; a written RFQ will not be issued. This RFQ document incorporates those provisions and clauses in effect through Federal Acquisition Circular 97-20. The following provisions and clauses apply to this RFQ: 1) 52.212-1, Instructions to Offerors-Commercial (OCT 2000); 2) 52.212-3, Offeror, Representations and Certifications-Commercial Items; 3) 52.212-4, Contract Terms and Conditions-Commercial Items (APR 1998), with an addendum; and 4) 52.212-5, Contract Terms and conditions Required to Implement Statues or Executive Orders Commercial Items (AUG 2000). DESCRIPTION OF REQUIREMENTS: This RFQ 72753 Statement of Work and attachments thereto are available at http://www.govworks.gov/vendor/csolicit.asp. Interested parties are responsible for obtaining their own copy of the solicitation package. PROPOSAL SUBMISSION- TECHNICAL AND COST PROPOSAL CONTENTS: Technical and Cost proposal are to be in separate unbound volumes. The technical proposal shall define in detail the offeror's capabilities and approach to meeting the requirements. The narrative with the offeror's proposal must be written in a clear, concise fashion describing precisely what the offeror proposes to do to meet those requirements. The technical proposal should include, but is not limited to the following information: 1) Technical approach for meeting the requirements; 2) Past Performance Information to include names and phone numbers of three references for whom similar work has been done; and 3) Resumes of personnel. Technical proposals are limited to not more than 50 pages in length, excluding past performance information and resumes. The cost proposal shall be a separate volume from the technical proposal, include pricing for the base year and each option year, and must include the following: Identification of the each labor category to be utilized for this effort; a description of the skills and experience per labor category; the firm-fixed price hourly rate(s) proposed for each labor category; the estimated hours proposed for each labor category and in total for each year; any other proposed associated costs, including but not limited to ODCs and travel, for calculating the total proposed cost for this effort; and, a breakdown of any ODCs including identification of any "open market items" or the contracting vehicle to be used for the ODCs. Subcontractor rate information shall also be included, if applicable. Certifications and Representations are also to be included in the Cost Proposal volume. EVALUATION CRITERIA AND AWARD: Each Offeror's proposal will be evaluated according to the factors shown below. Factors A, B, and C are roughly equal to each other; factor D is less important than factors A through C. Sub-factors listed under each factor are of equal importance to each other. A. Technical Approach:(1) Understanding of the work required including creativity and thoroughness shown in the planned execution of the project; (2) Discussion of specific methods and techniques for required analyses; (3). Anticipation of potential problem areas, creativity, and feasibility of solutions to problems; (4) Discussion of logistics, schedule, and any other issues of which the Government should be aware. B. Past Performance: (1) The contractor's history of successful completion of projects; history of producing high-quality reports and other deliverables; history of staying on schedule and within budget; (2) The contractor's specific experience in the requirements as defined in the Statement of Work; (3) The degree of comparability of past projects to the current project, including number of projects, complexity, and dollar amount. C. Key Personnel Qualifications: (1) The currency, quality and depth of education, experience and expertise of individual personnel in working on similar projects (The term similar projects is meant to convey similarity in topic, dollar value, duration, and complexity); (2) Quality and depth of education; experience and expertise on other projects which may not be similar enough to include in response to C.1. but may be relevant. D. Cost. CONTRACT AWARD - Contract award shall be made to the responsible Offeror whose offer, in conforming to this RFQ, provides an overall best value to the Government, technical evaluation factors, and cost considered. The Government's objective is to obtain the highest technical quality considered necessary to achieve the project objectives, with a realistic and reasonable cost. Technical evaluation factors are more important than cost; however, between proposals that are evaluated as technically equal in quality, cost will become a major consideration in selecting the successful Offeror. In order to compete under this RFQ, interested parties must submit their proposals no later than 4:00pm Eastern Standard Time, August 22, 2003 to Joyce Mason Grudzinski, Contracting Officer, via e-mail: Joyce.Grudzinski@mms.gov.
