- REFERENCE NUMBER: M/OP/REG/ALPS-03-BIA-13-SupFA(TCN) ISSUANCE DATE: August 12, 2003 CLOSING DATE: August 27, 2003 SUBJECT: Solicitation for U.S. Personnel Service Contractor (PSC) for Supervisory Financial Analyst in the Financial Management Office with duty located in Bagdad, Iraq Ladies/Gentlemen: The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking applications (Standard Form 171 or Optional Form 612 only) of qualified individuals from U.S. Citizens interested in providing Personal Services Contract (PSC) services for one PSC Contractor- Supervisory Financial Analyst position, Financial Management Office- as described in the attached solicitation. CLOSING DATE/TIME FOR RECEIPT OF APPLICATIONS: August 27, 2003; 12:00 Eastern Standard Time. 4. POSITION TITLE: Supervisory Financial Analyst For ORHA Reconstruction Unit, USAID IRAQ 5. MARKET VALUE: GS-12 Equivalent ($51,508- $66,961). Final compensation will be based upon the candidate's past salary, work history and educational background. Candidate will be paid transportation costs to Washington, D.C. for orientation and country clearance then sent to Iraq. 6. PERIOD OF PERFORMANCE: One year with one option year based on program needs and performance. 7. PLACE OF PERFORMANCE: Bagdad, Iraq. All staff will be housed within a guarded and fortified CFLCC military perimeter. Iraq is an unaccompanied posts. Post hardship (25%), danger pay (25%) and separate maintenance allowances are authorized. 8. SUPERVISORY FINANCIAL ANALYST For OCPA Reconstruction Unit, USAID IRAQ , Personal Services Contractor, GS-12(equiv) 1. Introduction: USAID IRAQ is implementing a program of humanitarian assistance and reconstruction activities initially valued at nearly $1.5 billion, operating through large and complex contractual mechanisms and several large grants. USAID managed assistance to the IRAQ Reconstruction will take place during the 18 months after the conflict. Monthly expenditures across the portfolio are anticipated to be $140 million. 2. Length of Contract: One year with option to extend for additional period based on performance and program needs. 3. Specific Duties and Responsibilities: The incumbent serves as the supervisory financial analyst reporting directly to the Controller. In this capacity, the incumbent is responsible for implementing an audit Management and resolution program for USAID/Iraq and for ensuring compliance with the Federal Manager?s Financial Integrity Act. The incumbent, under the general guidance of the Controller, develops and implements a plan of financial and operational analyses of the mission portfolio as well as maintaining a financial information and reporting system for all contracts/grants activities within the sector portfolios. As supervisor of the Financial Analysis section, the incumbent will be responsible for training and hiring the new FSN financial analysts for the mission. a. Analyze and advise on the financial implementation of projects, and their respective vulnerabilities with the objective of reducing USAID/Iraq?s vulnerabilities and promoting integrity of its program. Provide advice to Mission personnel and development partners on the financial requirements of procurement instruments. b. Perform pre-award evaluations of potential grantee and contractor financial management capabilities and practices. Provide assistance and advice to development partners on the maintenance of records and general financial discipline requirements of USAID. c. Conduct comprehensive reviews of the administrative and financial management systems and procedures of development partners responsible for implementing USAID projects. Verify project expenditures to determine their eligibility, and project operations to ensure efficient and economical use of resources for authorized purposes. d. Ensure that SO teams are provided with practical financial advice, analysis and recommendations on the financial status of their activities and the financial feasibility of implementation alternatives. e. Develop and maintain financial reporting systems designed to provide senior mission management and USAID/W with timely information for making operating decisions. f. Participate in the analysis of the International Cooperative Administrative Support Services (ICASS) budget for USAID/Iraq. g. Assure that financing and reporting procedures, conform with AID regulations and requirements and are set forth in grant projects and contract agreements. h. Plan and prepare reports on grantees? cost-sharing/ matching contributions and conduct spot checks, reviews and verifications of the information received. i. Develop the Mission?s annual audit plan to ensure that all required audits of recipients are performed. Review report findings and coordinate with audit firms and USAID Regional Inspector General (RIG) to assure the timeliness and appropriateness of Mission follow-up actions on audit reports. Prepare independent special analysis, and identify potential favorable or unfavorable trends, indications or irregularities and bring them to the attention of the Controller. j. Provide guidance and support to the mission staff during the implementation of the annual Federal Manager?s Financial Integrity Act (FMFIA), the follow-up and closure of the Mission?s outstanding FMFIA weaknesses, and the documentation updates on audit and FMFIA issues required for the periodic MCRC meetings. k. Follow up on of all concurrent audit activities by USAID/RIG to ensure all audit matters are appropriately addressed and recommendations are implemented and closed in a timely manner. 4. Education, Training and Experience required for the Position Education: A University degree in Accounting, Finance, or Business Administration or its equivalent in level of responsibility and scope of work. Additional financial training/education in relevant areas preferred. Experience: A Minimum of five years of progressively responsible experience with day to day USAID Financial Management operations ? preferable as supervisor of USAID financial analysis and audit function. Language Proficiency: Level IV ability (fluent) in both English and Arabic is required. Skill in written English is particularly important. Knowledge: A thorough knowledge and understanding of professional accounting principles, theories, practices, and terminology as well as the principles and accepted procedures of USG and host governmental and business accounting, budgeting, and reporting is required. Must have an expert?s knowledge of laws, regulations and procedures governing USAID financial management and have a comprehensive knowledge of USAID organization and operations both in general and at a procedural level. Selection Factors: Knowledge, Skills and Abilities: Must have strong ability to detect the financial strengths and weaknesses of projects. Must be able to make independent judgments on institutional capabilities and adequacy of accounting systems and controls. Must be able to make decisions on the results of analysis as to what actions need to be taken to achieve USAID objectives and see that such action is taken by the recipient organizations or other mission offices. Must be able to provide assistance to host country institutions to develop sustainable financial management capabilities, meet financial systems requirements, and to resolve financial management problems affecting implementation and administration. Must have a high level of organization and planning skills. Must be able to supervise work of subordinate financial analyst professional. A high level of analytical skill, professional expertise and sound judgment is required, as well as, proven ability to manage a staff of professionals and of directing and coordinating USAID financial operations at the implementation level. Advanced computer skills particularly in the usage of spreadsheets, word processing, and database management ? all in a windows based environment. Must be able to compile and clearly present masses of detailed financial and related information in a concise and fully professional manner. Must be a self-starter requiring minimal supervision. 5 General Information regarding living and working conditions in Kuwait and IRAQ: USAID mission is located in Baghdad. All staff will be housed within a heavily guarded and fortified CFLCC military compound and supported by the ORHA logistics group until permanent lodging, etc. is identified once it is permissive. IRAQ is an unaccompanied post.
