Description
USDA, ARS, SAA intends to solicit and negotiate with only one source, Bruker Biospin Corporation, 19 Fortune Dr., Billerica, MA, to provide and install a liquid chromatographic (LC) accessory and associated LC NMR probe for use with a Bruker ADVANCE 300 NMR spectrometer system pursuant to 6.302-1(C)(ii) as a follow on contract for the continued development or production of a major system or highly specialized equipment. This upgrade device will be configured to permit the analysis of extractants from and/or products from enzymatic treatment of grasses by direct transfer of liquid chromatographic output into a flow through cell NMR probe allowing immediate NMR evaluation. Item specifications: The accessory shall be fully integrateable and compatible with the primary instrument, in both mechanical and software control. It shall permit the acquisition and computer storage of NMR data directly from liquid chromatographic peaks. The accessory shall be capable of both on-flow and stop-flow data collection. The system shall include appropriate chromatographic software and controller. The LC shall have a diode array detector with a manual injector. The flow cell shall have a 3mm pathlength. The NMR probe should permit proton and carbon acquisition in the inverse mode with flow through cell of 30-microliter sample volume with temperature control. Installation, training and Warranty: Vendor will install the accessory on the primary instrument in the purchaser=s laboratory. The device shall be warranted for a minimum of 90 days to include the cost of replacement parts and associated labor. One day of training on the accessory will be provided by the vendor. No telephone inquiries will be accepted. Interested parties should submit written responses including prices and technical data sufficient to determine capability to meet the entire requirement and must be received in this office within 14 calendar days after publication of this notice. It should be noted that no contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source more advantageous to the Government is available. If no affirmative written responses are received, negotiations will be held with Bruker Biospin Corporation without further notice. This acquisition is being conducted under the Federal Acquisition Streamlining Act, Simplified Acquisition Procedures. The anticipated award date is August 27, 2003.
