- The Health Resources and Services Administration (HRSA) intends to negotiate under FAR Part 13 SIMPLIFIED ACQUISITIONS PROCEDURES on a sole source basis with Best Start Social Marketing, 4809 E. Busch Blvd., Tampa, Florida 33617. The NAICS Code is 541618. This acquisition is to summarize the current workplace-specific barriers to support the continuation of breastfeeding faced by working mothers and by their employees and to utilize this information to design and produce resource materials to effectively address certain health barriers. In developing these materials, the contractor will utilize existing data and literature on the barriers and successful strategies to creating a breastfeeding-friendly workplace. The contractor shall also review the literature on the benefits of breastfeeding initiation and continuation through the first six (6) to twelve (12) months of the infant's life. Best Start Social Marketing start is a national leader in multidisciplinary breastfeeding education and resource development and has extensive experience developing, implementing and managing breastfeeding support programs. This experience includes the development and management of the Loving Support Makes Breastfeeding Work program for low income and other women less likely to breastfeed, the Best Start: Breastfeeding for All the Right Reasons marketing program, the Loving Support for a Bright Future Physician and Health Care Provider Kits, and the Using Loving Support to Build Breastfeeding Friendly Communities program. All of these initiatives are national in scope and have resulted from partnership collaborations with Federal, state, and local organizations involved with providing health support for at risk families. Proprietary design and content information from the Loving Support Makes Breastfeeding Work program and the Using Loving Support to Build Breastfeeding Friendly Communities will be required by this contract to reduce cost and duplication and to increase recognition and utilization by the target audiences. Best Start Social Marketing, Inc., is the only vendor with the breadth of expertise and affiliation with breastfeeding experts to effectively design and finalize the resource kit in the time required as well as substantially reduce duplication of costs by utilizing proprietary tools in the production of the resource kit. Any other organization that attempts to develop this type of resource kit would have to replicate their previous accomplishments and develop the kit before beginning the initial study on how to develop employer based tools to support breastfeeding. This replication would be a substantial duplication of cost that would be recovered through competition, Therefore, Best Start Social Marketing is a responsible source without substantial duplication of cost to the Government under authority 41 U.S. C. 253 ( c ), (1) as set forth in FAR 6.302-1.
