- Description
- The Agency Of Substance Abuse and Mental Health Services Administration(SAMHSA), Center for Mental Health Services(CMHS), through the Division of Acquisition Management(DAM), Program Support Center(PSC), plans to award a 12 month sole source contract using simplified acquisition procedures to the Mercer Human Resources Consulting, 166 Avenues Of The Americas, 28th FL NY, NY 10036. The anticipated date of award is August 27, 2003. This project will continue a data collection effort which the Center for Mental Health Services (CMHS) and the Center for Substance Abuse Treatment (CSAT) have conducted for the past several years, providing an overview and analysis of the MH/SA benefits provided through employer health plans. The contractor shall furnish the necessary personnel, facilities, equipment, materials and supplies, and perform the work set forth below. Meet with the project officer and relevant CMHS/CSAT staff - Not later than 2 weeks following the contract award, the contractor shall provide a description of the data sources used to develop statistics and tables on benefit coverage and design, and on mental health services provided by managed care organizations, and shall develop a work plan for the completion of such analyses and tables. At a minimum, the contractor shall develop and produce tables which provide information on the following, for all employers in the survey, by geographic region and employer size: the organization of MH/SA benefit plans, i.e., carve-in or carve out models; specific MH/SA services included in benefit plans; scope of the benefits; benefit limits for MH/SA services; beneficiary cost sharing for MH/SA services; per capita cost of MH/SA services; and statistics comparing the MH/SA benefits with general health care coverage. In some tables, the number of employees During the period of performance, the Contractor shall conduct three (3) presentations or briefings regarding survey results and related information, for relevant CMHS/CSAT staff as well as for mental health policy-related organizations, provider and consumer groups, industry groups, and professional organizations. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under authority of Far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
