Description
The National Highway Traffic Safety Administration, Vehicle Research and Test Center (VRTC) intends to negotiate with Tower Solutions, LLC for the purchase of a Model PT-100 Portable Lifting Tower for camera applications. This action is being issued under the authority of FAR Part 13.5 utilizing Simplified Acquisition Procedures for Commercial/Items Services under FAR Part 12. The tower shall have the following characteristics in order to meet the program requirements: 1) extend to a height of >80 ft., 2) capable of being self-supported (no guy wires) in winds less than 75 mph (rating based on ANSI/TIA/EIA 222-F-1996), 3) able to be erected or taken down to/from its max height in < 5 minutes, 4) be portable and able to be pulled by a ? or 1 ton pickup truck, 5) be able to support a load of 3 video cameras mounted on pan tilt mechanisms. (weight of the load is approximately 125 lb. and the surface sail area of the load is approximately 5 square feet). Trailer unit that tower mounts to must be capable of housing a generator to power a maximum load of 5000W for a minimum of 8 hours without user intervention and must have a weather-tight, lockable cabinet large enough to fit three full-sized tower case personal computers, with a keyboard, mouse, and monitor. Contractor shall have a proven history in manufacturing a tower product that meets these specifications and the ability to deliver this unit within 13 weeks. This is not a Request for Proposal (RFP) nor is a RFP available. Interested parties believing they are capable of providing this requirement must respond to this notice in writing within fifteen (15) days after its posting on FedBizOpps. Interested parties must provide a written capabilities statement to Robin.Esser@NHTSA.DOT.GOV which clearly demonstrates that it can provide a non-guyed portable lifting tower that meets the requirements listed. A determination not to compete this proposed procurement is solely within the discretion of the government. In the absence of responses within the specified time herein, negotiations on a sole source basis will commence with Tower Solutions, LLC.
