Description
The Government requires engineering services to support the US Navy's goal of converting main storage submarine batteries to commercial Valve-Regulated Lead Acid (VRLA) technology. This procurement is for Phase IV of that process. It will consist of five tasks as follows: (1) B-cell design and qualification. This will be a continuance of the performance, characterization, safety, reliability, and life tests that were begun during Phase III. (2) C-cell design and qualification. A reduced number of tests will be performed on the C-cell. (3) Battery installation ship-alt development. The contractor will provide support to the shipyards (EB and NNS) that are preparing the ship alteration packages that define the modifications necessary to each of the submarine classes in order to install the new VRLA battery. (4) Prototype facility monitoring. To demonstrate the viability of the VRLA battery to operate and function in the electrical environment of a submarine, the Navy installed two commercial VRLA battery systems at the reactor training facilities in Ballston Spa, NY. Under this task the contractor will provide engineering support in the examination and analysis of the performance of these two batteries. The contractor will examine all operational data prior to test discharges will be required to be on-site to conduct pre-test inspection, take impedance measurements of cells and participate in the discharge and recharge testing conducted on both battery systems. (5) Manufacturing Readiness Review. Under this task the contractor will do the following: review all component part drawings and specifications; identify responsible vendors to supply the component parts; develop a manufacturing schedule to satisfy the Navy?s requirements; identify ra w materials, work-in-process and finished goods storage requirements; prepare manufacturing quality specifications; acquire equipment and fixtures to support the manufacturing schedule; identify, install and test manufacturing equipment upgrades, and conduct a Manufacturing Readiness Review (with NAVSEA). A fixed-price contract will be awarded. The Navy intends to solicit and negotiate this contract on a sole-source basis to Exide Corporation, d/b/a GNB Industrial Power, a Division of Exide Technologies, Aurora, IL based on FAR 6.302-1, only one source capable of meeting the Government?s requirements. See numbered note 22. This procurement will be processed in accordance with FAR Part 12 procedures, acquisition of commercial items.
