- NAICS Code: 5417 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to Watermark Numerical Computing c/o Dr. John Doherty, 336 Cliveden Ave. Corinda 4075, Australia. The National Exposure Research Laboratory's Ecosystems Research Division (ERD) is developing computing capabilities that allow sophisticated parameter estimation, sensitivity, and uncertainty methods to be applied to a wide range of environmental modeling problems. EPA seeks to advance these capabilities throughout the environmental modeling community in an effort to improve quality assurance in environmental models and their applications. Towards this goal, EPA is supporting work to effectively merge key parameter estimation technology (PEST) and UCODE software capabilities, creating a combined open-source software program to be called JUPITER (Joint Parameter IdenTification and Evaluation of Reliability). ERD is seeking expertise on the project through acquisition of technical services from developers of the original software codes that will form the basis of the merged JUPITER technology. This purchase order will specifically address the provision of services for integration of the PEST software. The EPA has identified Watermark Numerical Computing c/o Dr. John Doherty, the only vendor capable of satisfying the requirement. In order to ensure data compatibility and accuracy the circumstance permitting "other than full and open competition" is FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements". The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provide the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 15 days after the date of this publication.
