- Description
- The Regional Contracting Department Pearl Harbor, Hawaii intends to negotiate a single, unrestricted, firm fixed price contract utilizing FAR Part 13.5 procedures. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are now being requested and a written solicitation will not be issued. Any amendments to this synopsis/solicitation will posted here and offerors are responsible to check up until closing for possible amendments. Solicitation Number N00604-03-T-B178 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 15. The NAICS code is 334511 with a size standard of 750 employees. Offerors must be registered in the Centralized Contractor Registration (CCR) database to be eligible for Department of Defense contract awards. Except for the display adapter, item 0009, (3 each) all other items are 1 each for each of the submarines. All items are required within 60 days ARO, delivered FOB destination to Naval Submarine Support Command, Receiving Officer, 1942 Gaffney Street, Building 452, Pearl Harbor, Hawaii 96860 and shall be packaged together so that each individual submarine representative can pick up their items. The outside of the package shall reference the awarded contract number and reference the following requisition numbers for each submarine. The first six digits are different and relate to the specific submarine. (R21024, R21100, R21101, R21302, and R21817.) The last eight digits are the same (3219-XX01). Invoices are mailed to Naval Submarine Support Command, Customer Service, Attention: Ms. Renee Nixon, 1942 Gaffney St, Suite 500, Pearl Harbor, HI 96860. The contractor’s invoice shall be paid by the Government Credit Card holder, Ms. Renee Nixon, (808) 473-4720, fax: (808) 473-2432. Offeror shall also complete the Representations and Certifications at FAR clause 52.212-3 and at ALT 1and return it with the quote. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The following factors in FAR 52.212-2 shall be used to evaluate quotes: (1) Technical acceptability and (2) Price. In accordance with local clause, Review of Agency Protests (FISCPH) (APR 2000), the contracting activity, Fleet and Industrial Supply Center Pearl Harbor (FISCPH) will process agency protests in accordance with the requirements set forth in FAR 33.103(d)(4). Pursuant to FAR 33.103(d)(4), agency protests may be filed directly with the appropriate Reviewing Authority; or, a protester may appeal a decision rendered by the Contracting Officer to the Reviewing Authority. The Reviewing Authority for FISCPH is the Deputy Director, Regional Contracting Department (Code 200A), Fleet and Industrial Supply Center, Pearl Harbor at 1942 Gaffney Street, Suite 100, Pearl Harbor, HI 96860-4549. Agency procurement protests should clearly identify the initial adjudicating official, i.e., the “Contracting Officer” or “Reviewing Official”. Offerors should note this review of the Contracting Officer’s decision will not extend GAO’s timeliness requirements. Therefore, any subsequent protest to GAO must be filed within 10 days of knowledge of initial adverse agency action. Proposals must be received no later than 3:30 p.m. Hawaii Standard Time on 27 August 2003. The offeror is encouraged to use the Standard Form 1449, Solicitation/Contract Order for Commercial Items, on which to submit the offer. The offeror must provide their DUNS number, Cage Code and TIN numbers as well as the email address for the company point of contact.
