- 1. Position Title: Senior Manager, Peace Process. 2. Market Value: GS-14 Equivalent ($72,381- $94,098). Final compensation will be based upon the candidate's past salary history and work experience. 3.Place of Performance: USAID/Uganda, Kampala. 4. Period of Performance: An initial one year contract, and dependent upon needs and availability of funds, two optional one year extensions. 5. Education: Masters degree in relevant field such as economics, political science, international relations, public policy, human and organization development. 6. Language Proficiency: Fluent in English communication skills, both orally and in writing, including technical reports. Must have demonstrated ability to produce professional and quality analytical pieces, make oral presentations logically and persuasively to senior officials. 7. Work Experience: Seven years in closely related areas, with demonstrated programmatic accomplishments including both analysis and strategic planning as well as program and activity implementation. Specific knowledge of political develops in Uganda of the peace process and conflict mitigation in Uganda required, additional experience in the Great Lakes or Horn of Africa countries desirable. 8. Knowledge: Knowledge related closely to the historical background of the Acholi conflict, the key institutional and individual actors affecting and or playing direct roles in the peace process, and approaches of donors to humanitarian assistance, peace dialogue, and conflict reduction and mitigation in developing countries. The position requires broad knowledge of peace processes in similar contexts and direct experience in dealing with high level of government officials, among these, Members of Parliament, senior Ministry and Local government officials. USAID procedures and processes for activity development and planning, and monitoring and evaluation. 9. Skills and Abilities: Exceptional leadership, communication and interpersonal skills. Ability to interact effectively with a broad range of internal and external partners and USAID clients, international organizations and host government officials. Ability to function collaboratively and productively as a member of multi disciplinary teams, ability to work effectively in a team environment to achieve consensus on policy, project and administrative matters. Previous experience working with teams such as USAID Strategic Objective Teams is a significant asset. Strong computer, word processing and spreadsheet skills are needed for programmatic and financial management of activities. PowerPoint skills are desirable. Introduction: The Senior Manager, Peace process will provide broad technical leadership and strategic vision to assist the peace process in Uganda, with special reference to the conflict in the Acholi areas of the North. In order to link special efforts under Northern Uganda Peace Initiative, NUPI, to promote peace, the incumbent shall work to assure that efforts coordinate with and help to achieve the results intended under USAID Uganda Integrate Strategic Plan for 2002 to 2007. Specifically, the incumbent shall advise areas of support for the peace process, and coordinate peace process activities with activities managed by other Mission colleagues, and with USAID Washington, the Embassy Kampala, the USAID Regional Economic Development Support Office Eastern and Southern Africa , REDSO ESA, OFDA, implementing partners, and international organizations and bilateral donors in Uganda. The incumbent shall coordinate the role of promoting the peace process under SO9 with economic recovery and humanitarian assistance activities under SO7, and health related services and assistance under SO8. Duties and Responsibilities: Under the general policy guidance of the Director and Deputy Director, the incumbent liaises and reports on overall peace activity coordination to the Mission Director and to the Supervisory General Development Officer, SO9 Team Leader. The incumbent works with substantial self initiative to carry out tasks on a daily basis; the SO9 Team leader rates incumbent performance incorporating Front Office and 360 inputs. Specific tasks include: 1. Take the lead in identifying openings to support peace dialogue and to link these to humanitarian assistance access issues, in collaboration with USAID Mission colleagues managing relevant implementation partnerships, Government of Uganda counterparts and responsible agencies, and other donor and private agencies activities. 2. Collaborate with U.S. Embassy initiative and with ongoing USAID Mission programs, in particular, under SO9, so as to establish and or improve working relationships between members of the Presidential Peace Team and various concerned Government of Uganda ministries and key groups such as the Acholi religious and traditional leaders, and to coordinate with relevant SOs elements of planning for humanitarian and relate assistance that can motivate specific actors and propel the peace process. 3. Provide a range of consultative advisory and analytical services on the complex issues surrounding the Government of Uganda ? Lord Resistance Army engagement and the means to resolve these through specific peace dialogue activities and, potentially, through the efforts of specialized mediation organizations. 4. Engage, with guidance from USAID Mission management and in consultation with the U.S. Embassy, appropriate senior Ugandan government official, members of Parliament, local authorities, senior leaders in civil society and donor officials, on all issues related to advancing the peace process. 5. Coordinate with SO Team Leaders and Activity Managers so as to obtain and maintain support from implementing partners and stakeholders for the peace process broadly, and NUPI efforts in particular. 6. Participate in or lead appropriate donor consultative groups to coordinate donor activities that can encourage progress toward peace, and advise USAID Mission management and concerned SOs on how donor effort for collaboration can further support the peace process and ongoing Mission portfolio goals for conflict mitigation. 7. Liaise, advise and consult directly with senior USG officials, including USAID Washington officials at the levels of Assistant Administrator, DCHA and Deputy Assistant Administrator, Africa Bureau, with Department of State officials, including East Africa Bureau Director, and with officials of the White house and National Security Council. 8. Serve as Manager for activities funded under NUPI or as related to the peace process, and as a member of senior staff and of the SO9 team to provide technical collaboration and support including: Mission and SO reporting, supporting and contributing written inputs to design and planning for activities, supporting Mission monitoring and reporting, identifying technical, policy and budgetary issues, developing relevant briefing materials, serving as Mission Disaster Relief Officer or alternate, as designated. 9.
