Description

The NAISC code for this requirement is 922120. The Bureau of Reclamation's (Reclamation) Pacific Northwest Regional Office intends to negotiate a sole-source, cost-sharing contract with the Crook County Sheriff (Sheriff), Prineville, Oregon to modify the Sheriff's existing communication repeater system to provide radio communications for Reclamation's Authur R. Bowman Dam and the area surrounding Prineville Reservoir. Reclamation has determined that a critical lack in radio communication coverage exists at Arthur R. Bowman Dam and Prineville Reservoir. Reclamation expects to greatly reduce the overall design, environmental permit, and construction costs by not having to build a new repeater site on public lands adjacent to the reservoir boundary. The Department of the Interior's (DOI) Radio Communications Handbook encourages cooperation with other entities willing to share their networks with DOI agencies for mutually beneficial purposes. The Sheriff, Reclamation, Oregon Parks & Recreation Department (OPRD), Ochoco Irrigation District (OID), Bureau of Land Management (BLM), and Crook County Fire Department (Fire) may benefit from increased communication ability in the area. The Sheriff shall be responsible for modifying its repeater system to provide Reclamation full communication coverage at Arthur R. Bowman Dam's control house, downstream sites, and other sites around the Prineville Reservoir area. The proposed contract action is for communication access for which Reclamation intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by Reclamation. A determination by Reclamation not to compete this proposed contract based upon responses to this notice is solely within the discretion of Reclamation. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See Numbered Note 26.
