- Modification of Aug 13 2003: The Request for Proposal will be issued on or about Oct 10 2003. BEGIN ORIGINAL POSTING: Naval Facilities Engineering Service Center (NFESC),in Port Hueneme CA, manages the Energy-Savings Technology Validation (TechVal) program. The purpose of TechVal is to investigate and validate energy saving technologies that are either newly introduced to the commercial market or that are on the market, but that are not widely used by the U.S. Navy. The contractor shall install and demonstrate equipment or materials, employing various energy savings technologies selected by NFESC. Installations must be on U.S. Navy sites, or on other U.S. Department of Defense sites, located world-wide. Energy-saving technologies to be validated may include: Heat Pipes, Photovoltaic Shingles, Rooftop Evaporative Spray Cooling, Energy-Saving Street Lights, Water Cooled Condensers, Tankless Hot Water Heaters, Magnetic Variable Speed Drives, and Wastewater Heat Recovery. During demonstrations, the contractor shall monitor the equipment or materials to gather data that will be used by NFESC to verify performance and to determine the economic viability of the technology, including maintenance costs and reliability factors. Notes: (1) This requirement is open nationwide. Competition will be limited to Section 8(a) firms, certified for participation in the U. S. Small Business Administration?s 8(a) Business Development Program, which have NAICS Code 541330 Engineering Services among their approved NAICS codes. All other firms are deemed ineligible to submit offers. (2) The Navy anticipates that a Cost Plus Award Fee, Indefinite Delivery Indefinite Quantity, Delivery Order type contract will be awarded, for a base year and four one-year options. (3) NAICS Code 541330 Engineering Services applies to this requirement. Size Standard is $23,000,000 (alternate Size Standard for Military and Aerospace Equipment and Military Weapons). (4) This solicitation will be available by INTERNET ACCESS ONLY. All solicitation documents and solicitation amendments will be posted on the NAVFAC E-Solicitation Website at http://www.esol.navfac.navy.mil/. The solicitation (Request for Proposal)will be posted on the E-SOL website on or about Oct 10 2003. Proposals will be due 30 days later. It is each offeror's responsibility to check the web site for any amendments. Interested parties are required to register for the solicitation at the NAVFAC E-Solicitation Website. (5) EACH CONTRACTOR MUST REGISTER ON THE DEPARTMENT OF DEFENSE CENTRAL CONTRACTOR REGISTRATION (CCR).
