Description
THIS NOTICE SUPERCEDES THE PREVIOUS NOTICE POSTED ON JULY 8, 2003 FOR THIS SOLICITATION NUMBER. The previous notice published July 8 stated the Government's intent to award a sole source contract. The Government has revised our acquisition approach and now intends to conduct this procurement using Full and Open Competition procedures. The Government anticipates releasing the Request for Proposal on or about 29 July 2003. U.S. Special Operations Command has an Indefinite Delivery/Indefinite Quantity (ID/IQ) four year requirement for a C4ISR, EO & IR FLIR, all weather, day/night airborne intelligence collection system to conduct EO/IR Near Real Time Full Motion video surveillance services. Operational aircraft equipped with sensor suite to perform the air surveillance operation shall have flight endurance of 5-6 hour without refueling. Both EO & IR FLIR shall provide a minimum of 1-meter resolution at a 5,000 feet slant range, shall also include GPS stamping to indicate aircraft/target position. All video and communications transmissions in support of mission shall be NSA Type-1 compatible. Minimum of 100 hours per month of surveillance capability is required. Contractor shall be responsible for maintenance of aircraft and C4ISR systems. The Request for Proposal for this acquisition remains USZA22-03-R-0039 and a commercial, firm fixed price contract is contemplated. The North American Industrial Classification System for this effort is 561621 with the small business size standard of $10.5M.
