Description 1. Position Title: Senior Acquisition and Assistance Specialist. 2. Market Value: GS-14 Equivalent ($72,381- $94,098). If the successful candidate possesses recent operational experience and has the minimum experience for a GS-14, the individual will be considered to be issued a warrant. Otherwise, the position will be equated to the GS-13 grade level. 3. Place of Performance: USAID/Uganda, Kampala. 4. Period of Performance: An initial one year contract, and dependent upon needs, availability of fund and performance, one year option extension (twenty-four months total). 5. Education: Minimum of an undergraduate degree in business administration, public administration, law, marketing, industrial management, accounting or other directly related or OP authorized equivalent required. 6. Language Proficiency: Fluency in English is required. 7. Work Experience: A candidate with more that 12 years of actual experience in all the desired specific assignments may be substituted for the degree requirements. The training and experience required of the position is that the incumbent has completed or has substantially completed the requirement for certification under the USAID Procurement Management Certifications Program, PMCP. Certification requires successful completion of eight specified courses in procurement, plus the achievement of certain competencies through a combination of training and experience. Under normal circumstances, it is anticipated that an individual who lacks all, or some, of the required training and competencies will obtain the training as quickly as possible as a condition of continued employment. All other factors being equal, the applicant with the greater number of PMCP courses completed is expected to receive more favorable consideration. At least five years of continuous, progressive experience in Acquisition, Contracting, Purchase Orders, US Government Agreements, PASAs and RSSAs, and Assistance, Grant and Cooperative Agreements, execution, administration, termination, cost and prices analysis, procurement planning, and analysis and evaluation of proposals is required. At least three years working overseas preferred but not required. Demonstrated comprehensive knowledge of USAID contracting and assistance procedures and through knowledge and understanding of Federal Acquisition regulations, practices, and procedures is necessary. Knowledge of USAID project development and implementation regulations and practices, experience with ProDoc, Acquisition and Assistance document writing system, advantageous. Experience as a U.S. Government Contracting Officer, with a warrant, in an overseas setting is highly desirable. Additional experience in construction contracting is a plus. 8. Skills and Abilities: Strong interpersonal skills, demonstrated capacity and ability to effectively work in a team framework, supervise and manage contracts and grants. Strong analytic, oral and written communication skills and the demonstrated ability to meet deadlines. Demonstrated ability to work collaboratively with cooperating government officials, business and industry officials and mission staff at all levels, particularly at high levels. Demonstrated highly effective past performance. Computer literate in word processing and document information technology consistent with the need to independently prepare reports and documentation with minimal office administrative support. Broad general statements that are vague, lacking specificity will not be considered as effectively addressing particular selection criteria. Applicants must provide three, 3, to five, 5, references which can provide substantive information about past performance relevant to the Applicant?s ability to manage effectively Acquisition and Assistance actions and interact with USAID staff and other partners. Introduction: The Senior Acquisition and Assistance Specialist shall assume the full role and responsibilities of the warranted Contracting Officer during the long term absence of a USDH Contracting Officer. In the absence of the Contracting Officer, the incumbent shall manage the USAID Uganda Acquisition and Assistance Office and report directly to the Deputy Mission Director. Duties and Responsibilities: The contractor shall perform a full range of acquisition and assistance services to the USAID Uganda Mission including but not limited to the following: 1. Serve as a core team member of the Mission providing guidance and assistance on acquisition and assistance related matters, as well as contribute to overall team work that is a collective responsibility of all team members. 2. Work independently without any immediate technical supervision and serve as team leader for the local professional staff of two acquisition specialists and a secretary, providing daily direction, assigning work, establishing priorities, mentoring and conducting on-the-job training in Acquisition and Assistance law, policies and practices. In the absence of the Contracting Officer, the contractor shall prepare annual performance evaluations for the two acquisition specialists and a secretary. When a full time Contracting Officer is on board, the contractor shall report to the Contracting Officer, however, the contractor shall retain much of the oversight of the day to day operations of the Contracting Office and the actions of the staff. 3. Provide acquisition and assistance guidance to SO team leaders, the Executive Office and the Front Office. Advise the technical offices on the development of realistic and thorough procurement plans. Specifically the contractor shall assist SO Teams in preparing Acquisition and Assistance plans, prepare announcements and solicitations, prepare and submit CBD notices, create pre-award documents, instruct and provide expert guidance to technical evaluation committees, perform cost and price analyses, conduct negotiations, prepare award documents and award file documentation. 4. Assist in the planning, design, negotiation, administration and termination of contracts and grant agreements for the USAID/Uganda program. Advise on, negotiate and coordinate the Acquisition and Assistance management program for all Strategic Objectives. This includes, but is not limited to: advice on policy, regulatory and statutory issues. Develop Acquisition and Assistance plans which may require one or more methods for implementation; a variety of contracts, purchase and grant agreements; and negotiate with many different sources of supplies and services. 5. Consult, as needed, with the Regional Legal Advisor for the resolution of questions or issues that may arise. 6. The contractor also shall be available for consultation on Acquisition and Assistance issues with CTOs and activity managers. This effort requires extensive knowledge of USAID and Federal Acquisition Regulations, USAID assistance regulations, OMB Circulars, assistance cost principles, the USAID Automated Directive System and USAID Contract Information Bulletins. 7. In addition to the execution of contracts, assistance and modifications as identified above, the contractor shall also research issues contained in, and draft responses to, miscellaneous items of correspondence as assigned. Examples include, but are not limited to the following: subcontract consent requests, authority to make grants under contracts, salary and personnel approvals, equipment approvals, and Congressional inquiries. Overall Management Functions: The successful candidate is expected to be eligible to qualify for a contracting warrant of a minimum $1 Million. In which case the contractor will have the authority to sign Acquisition and Assistance instruments or other documents that require a warrant, and have the authority to make legal determinations that have the effect of binding the Government. In the absence of a contracting warrant, the contractor shall serve as acting Acquisition and Assistance office head in the absence of the Contracting Officer for internal administrative purposes only. The contractor will not have the authority to sign Acquisition and Assistance instruments or other documents that require a warrant, or the authority to make legal determinations that have the effect of binding the Government. Manage Acquisition and Assistance staff work and leave schedules to ensure adequate coverage and completion of all work. Monitor PMCP compliance and training program for two acquisition specialists. Utilization of Regulations: Reference and guidance materials to be used by the Contractor in performing the duties described in this contract shall include, but not limited to, the following: Federal Acquisition Regulations (FAR); USAID Acquisition Regulations (AIDAR); Code of Federal Regulations; OMB Circulars; Contract Information Bulletins (CIB); Office of Procurement Administrative Memoranda (OPAMS); USAID Automated Directive Systems (ADS). The successful candidate is expected to possess demonstrated full conversability in all Acquisition and Assistance policies and regulations. Reporting Requirements: Initially the Contractor will be supervised administratively by the Deputy Mission Director and will receive technical guidance from OP/Washington. The contractor shall set own work plan and priorities according to the needs of the Mission. The contractor shall be a seasoned professional who will exercise a high degree of independence, initiative, and resourcefulness in planning, designing, and carrying out responsibilities and duties and advising Mission technical staff on Acquisition and Assistance related issues. These include responsibility for final authoritative recommendations based on a broad, comprehensive knowledge of acquisition and assistance procedures.
