Description
Reference made to Combine/Synopsis Solicitation No. BBGCON3403S5383, which was posted in the FedBizOpps on August 5, 2003. The Combine/Synopsis is amended to provide answers to questions concerning this solicitation as Amendment No. 2. Question No 1. Can you please confirm that Worldnet is the only entity at BBG currently using international video feed services. If not, what other BBG entities are using international video feed services and for what purpose. Answer: Under the contract resulting from this solicitation, the BBG will use international video feed services in news and information programs pursuant to the Rights in Data clause in the solicitation. Under the current BBG organizational structure, television programs are produced by both WORLDNET and VOA-TV. This solicitation seeks service sufficient to satisfy the rights statement in paragraph "Addendum 9" of the solicitation, and therefore an acceptable proposal would not be limited to particular services, programs, or audiences. Question No. 2. Please list the specific news and information programs produced by Worldnet. Please include length of each program, number of times aired per day and number of days aired per week. Are all news and information programs that incorporate international video fees services Worldnet branded programs? To which region of the world, e.g. countries, does each program reach (pls. include estimated household reach)? Answer: WORLDNET currently produces fewer programs than in the past. However, WORLDNET as part of the Broadcasting Board of Governors does provide information and production support to other elements within the organization whose role may be to directly produce programs. VOA-TV is another brand that would be used on the programming. Please note that acceptable proposals should not be based on any list of specific programs, lengths, etc. as such information is not being provided. Question No. 3. Does Worldnet satellite system act as a distributor? If so, please provide specifics of programming that is distributed and to whom this programming is distributed. What is the footprint of Worldnet's satellite network? Is it analogue or digital signal? Answer: WORLDNET is not a distributor, but is a provider of news gathering information to be used by the BBG, as appropriate. Also, WORLDNET as part of the BBG does utilize broadcast and cable systems who take the BBG programming and transmit on their systems. Basically, WORLDNET is a digital satellite network seen in Europe, Africa, Central and South Asia, Central and South America, and Canada.
