Description
17. The purpose of this amendment is to incorporate the following changes and to announce the Coast Guard?s intent to negotiate a sole source procurement: a. Delete the words ?develop and?, ?development and? and ?Request for Proposal has been issued on Federal Business Opportunities www.eps.gov? from the previously posted presolicitation dated 11 July 03. b. The U.S. Coast Guard (USCG) intends to negotiate a sole source procurement to Captain Franke Marine Surveyor, Inc. for Fiberglass Reinforced Plastic/Wooden Boat Inspection course. The course was specifically developed per request of the Coast Guard Office of Navigation and Vessel Inspection (G-MVI) to train the Coast Guard marine inspectors in dealing with the vessel inspections on the fiberglass/wooden boats. As such, all course data are proprietary to the incumbent. Captain Franke Marine Surveyor, Inc. has developed a unique training methodology and a custom-tailored approach in fiberglass/wooden boat inspection training. Further publication or detailed information of any notice would improperly disclose the originality of the incumbent contractor?s training methods or innovativeness of the proposed program, or would disclose proprietary information associated with the training program. Additionally, the USCG would realize substantial duplication of costs that could not be recovered through competition. The USCG anticipates awarding a five (5) year firm-fixed price, indefinite delivery indefinite quantity (IDIQ) contract. The NAICS code is 611699 and the small business size standard is $6.0 million. This is a sole source procurement under the authority of FAR Part 6.302-1, and is not a request for competitive proposals. However, responses received from other responsible sources prior to close of business on 29 Aug 03 will be evaluated. Offerors responding to this notice must provide proof that they can provide the requested services.
