- THIS MODIFICATION IS ISSUED TO INCLUDE LANGUAGE BELOW STATING THE RATIONALE FOR SOLICITING ON A SOLE SOURCE BASIS. The United States Coast Guard, MLC Atlantic intends to negotiate a Sole Source purchase order under the authority of FAR 6.302-1, to Exstar International Corporation, 6709-B Netherlands Drive, Wilmington, NC 28405 for the purchase of four (4) each Reverse Osmosis Systems P/N XPI-400 with 460 VAC/60 HZ/3PH with controls including salinity divert option, low pressure switch, and without covers. Only one responsible source and no other supplies or services will satisfy agency requirements. Exstar International Corporation is the original manufacturer of these systems and posses the necessary proprietary data to provide these items. Delivery due 8/20/03. A purchase order, in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items will be issued August 18, 2003, directly to Exstar International Corporation unless the Coast Guard receives notice from other interested parties no later than August 15, 2003 asserting that they possess the expertise and required capabilities to provide the exact P/N as described above for item(s) requested. Failure to submit capabilities will result in the Coast Guard negotiating solely with Exstar. The NAICS code is 333298, with a small business size standard of 500 employees. The Coast Guard intends to purchase the reverse osmosis systems F.O.B. Destination. ATTENTION: Minority, Women-owned, and Disadvantaged Business Enterprises (DBE). The Department of Transportation (DOT) Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts. Maximum line of credit is $500,000 with interest at the prime rate.
