Description
SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation, number FSA-R-25-03DC is issued as a Request For Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14. This is not a small business set-aside, NAICS Code 511210; size standard is not to exceed $21,000,000. The Government intends to award a Firm-Fixed Price Contract. The Contract will be for a single Base Year (Fiscal Year 2004), with the possibility of 2 one-year Option Periods. All interested parties shall provide a quote for ALL Contract Line Item Numbers 0001, Web-Based Farm & Home Plan COTS Package; 0002, Software Support Services; 0003, Software Training; Option Year 1 includes 0004, Software Support Services; Option Year 2 includes 0005, Software Support Services. Description: Through this solicitation, the Agency is seeking to procure and implement a Commercial Off-The-Shelf (COTS) software product that will satisfy requirements for a Web-based, farm-business-planning system, and provide the capabilities for the Agency to meet or exceed industry standards with respect to analyzing farmers? financial and debt structures. The Farm Financial Standards Council?s (FFSC) required standards can be referenced at the following Web address: www.FFSC.org. This COTS software package, which will enable the Agency to meet or exceed requirements for a Web-based, farm-business planning system, and provide the capabilities for the Agency to meet or exceed industry standards with respect to analyzing farmers? financial and debt structures. The Farm Service Agency (FSA) intends to replace the legacy Farm and Home Plan (FHP) with this package. The software will be delivered, tested, implemented, and accepted in Kansas City, Missouri. The scope of work shall include: 1) procurement and implementation of COTS farm business planning and financial/credit analysis software package that is Web-based; 2) development and execution of an approved implementation plan customized for FSA; 3) essential technical support from the COTS contractor/team to implement and initially operate the system; 4) development, testing and implementation of all required interface software to link legacy systems with the COTS software package; 5) development, testing and execution of all software required to initially convert/load customer and Agency Farm and Home Plan historical data to the COTS software package; 6) development and presentation of COTS package training that is customized for FSA to management, technical staff and end-user staff; and 7) customer support through a ?HELP? desk or other similar facility to assist FSA staff with operation of the COTS package. FSA may also require customized capabilities not available in the baseline COTS package. If it is determined that certain functions require customization to meet Government requirements, the vendor shall specifically identify those COTS modules/processes that require change, and specify the time and cost (in terms of labor categories and labor hours) for each change separately. The Government reserves the right to exclude any specific requirement, or group of requirements that requires customization if it is determined that sufficient funds are not available to support that effort. Any contract modification will be dependent on funds availability. The provisions at 52.212-1, Instructions to Offerors - Commercial apply to this acquisition. The provision at 52.212-2, Evaluation ? Commercial Items, will be used. Evaluation factors include: Web-Based Software, COTS Software currently used by the Industry, Executive Summary, Business Requirements, Past Performance, and the Implementation Plan. A completed copy of the provision at 52.212-3, Offeror Representations and Certifications ? Commercial Items must be included with all offers. The following clauses also apply to this acquisition: 52.212-4, Contract Terms and Conditions ? Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes and Executive Orders ? Commercial Items, which includes 52.203-6, 52.219-8, 52.219-9, 52.219-14, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34, 52.222-41, 52.222-42, and 52.222-43; 52.217-8, Option to Extend Services; 52.217-9, Option to Extend the Term of the Contract; 52.232-37, Multiple Payment Arrangements; 52.222-42, Statement of Equivalent Rates for Federal Hires. The Contract will be for a single Base Year (Fiscal Year 2004), with the possibility of 2 one-year Option Periods. This announcement includes: Addendum 1 ? Payment and Invoices, Addendum 2 ? Schedule, Addendum 3 ? Statement of Work, Addendum 4 ? Additional Clauses, Addendum 5 ? Service Contract Act, Addendum 6 ? Submission Instructions, Addendum 7 ? Evaluation Criteria, and Addendum 8 ? Test Demonstration. This requirement is for a COTS product; developmental items will NOT be considered. Award shall be made to the offeror whose quote offers the best value to the Government with price, past performance, and technical capability being considered. Proposals must be received by 3:00 PM Eastern on September 2, 2003 by regular mail at USDA/FSA/MSD/AMB, 1400 Independence Avenue, SW, Stop 0567, Washington, DC 20250, or by overnight mail at 1280 Maryland Avenue, SW, Suite 580 A, Washington, DC 20250 to the attention of Sandra Garland.
