Description
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Pennsylvania State University, University Park, PA, under the authority of FAR 13.106-1(b) Only One Source Reasonably Available, to develop methods to perform classification on images of hyperspectral volumetric data; to apply the P-classifier algorithm on the tissue and cement powder image data sets provided by NIST; developing rules for labeling tissue and scaffold in the tissue engineering data; developing decision trees and rules for labeling phases in cement powder that represent the characterization of cement powder in a more efficient and accurate way than is currently done. NIST has increasingly large volumetric data sets of hyperspectral nature from diverse sources. NIST has a need to automate the classification of this data to speed its analysis and visualization. It is important that the methods used rely on lossless storage. The contractor is a developer of a new lossless storage method called P-trees that enables fast access to hyperspectral data in multi-dimensions. A fixed price Purchase Order will be issued on or about 08/29/03 with a one year performance period. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a Request for Quotation (RFQ). No RFQ is available. See note 26
