Description
It is the intent of the National Library of Medicine (NLM) to procure professional services on a sole source basis with the University of California San Francisco (UCSF) Center for HIV Information to support the President?s Emergency Plan for AIDS Relief. A primary objective is to improve access to practical, state-of-the-art HIV/AIDS care and treatment information among health care workers in participating countries. Through the project, expertly authored information will be developed and shared electronically with medical libraries and related programs associated with the international Central Medical Centers that constitute the first tier of the medical network structure set forth in the President?s Emergency Plan. The contractor will support NLM in the stated efforts to assess the role of medical libraries in supporting and achieving the objectives of the President?s Emergency Plan for AIDS relief. It is consistent with NLM?s longstanding leadership role in disseminating HIV/AIDS information, and provides a unique opportunity to leverage the substantial resources being made available by the President?s new Initiative in Africa and the Global Fund to Fight AIDS, TB and Malaria. The contractor will perform the following services: (1) An informal needs assessment of selected health care professionals in KwaZulu-Natal. (2) The review and selection of existing HIV/AIDS care and treatment guidelines, online textbook chapters, and training materials. (3) The electronic production and transfer, in collaboration with the University of Natal Medical School Library, of selected HIV/AIDS information to the University of Natal Medical School?s HIV/AIDS Information Database. (4) The creation of clinician support tools on administering antiretroviral therapy, treating opportunistic infections and preventing mother-to-child transmission of HIV. (5) Establishment of a server at the University of Natal, Durban to host ?mirror? versions of the HIV InSite and Women, Children, and HIV Web sites. (6) In collaboration with the NLM, an assessment of the capacity of in-country medical libraries to play a key role in adapting and disseminating HIV/AIDS clinical information. (7) A strategy for the electronic dissemination of HIV/AIDS treatment information and training materials to health care professionals in other countries participating in the President?s initiative. The University of California San Francisco Center for HIV Information is uniquely qualified to provide this service, with over seven years of experience creating and maintaining authoritative electronic HIV/AIDS resources. The contractor has faculty leadership experienced in AIDS patient care and active in conducting NIH-sponsored research. Additionally, the contractor has a record of creating and maintaining online medical and statistical databases. USCF maintains access to a unique network of partner organizations that are currently creating innovative, international HIV/AIDS care and treatment training curricula. The contractor has staff with several years of experience developing and administrating HIV/AIDS programs in Southern Africa. The University of California San Francisco Center for HIV offers a clinical perspective and access to the clinical expertise of UCSF Medical School faculty. Additionally, the contractor maintains a partnership with the University of Natal, which has financial support from the Global Fund to Fight AIDS, TB, and Malaria. USCF has a strong medical library and technically advanced medical and information technology departments in sub-Saharan Africa. This service will be procured under FAR Part 13 ? Simplified Acquisitions. This is not a Request for Quotations (RFQ), nor is an RFQ available, however, all responsible and responsive sources may submit a proposal that will be considered by the NLM. Firms interested in responding to this notice must be able to provide the professional technical services as specified above. Responses should demonstrate the firm's ability to meet the Government's requirements. Responses are required within 15 (fifteen) calendar days from the publication date of this notice.
