Description
The Agency Of Substance Abuse and Mental Health Services Administration(SAMHSA), Center for Mental Health Services(CMHS), through the Division of Acquisition Management(DAM), Program Support Center(PSC), plans to award a 12 month sole source contract using simplified acquisition procedures to the National Education Association Health Information Network, 1201 16th Street, N.W., Washington, DC 20036-3290. The anticipated date of award is August 28, 2003. Adapt, develop, produce and disseminate products for teachers and students to use in classrooms and schools that enhance the school climate and capacity for a mental health response, resilience and readiness related to crises, trauma, and loss. Update AStress 101", ASeparating Myth from Fact@, revise and update what the advisory group identified as the top stressors for teachers in 1999, and @Recommended Resources@ in accordance with new knowledge and experience. Develop a new media literacy section, based on the guidance regarding exposure to trauma via the media as presented in the ADealing with Trauma and Loss: Practical Strategies for Enhancing Resilience@ pamphlet. The contractor shall furnish, or subcontract for, all necessary labor and consultations, equipment and services, and perform the work described below. The Contractor shall submit a complete and detailed Work Plan designed to meet the purpose and objectives of this contract and to carry out its specific, delineated Tasks. This plan will specify available resources to be utilized and include a detailed projected schedule of all anticipated actives to be undertaken under this contract. The contractor shall collaborate with SAMHSA/CMHS projects using the Amind Matter@ program concepts. The contractor shall develop a Teacher's Guide for use with products adapted, developed and disseminated as part of this contract. The Teacher's Guide shall be reviewed by the Advisory Board and approved by the Project Officer. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under authority of Far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
