- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; proposals/bids are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ)0032964. The provisions and clauses incorporated are those in effect through Federal Acquisition Circular 01-14. This solicitation is under the Simplified Acquisition Procedures (SAP) under Subpart 13.5, Test Program for Certain Commercial Items and is a Small Business set-aside. The NAIC is 326111 and the business size standard is 500 employees. This solicitation is under the Simplified Acquisition Procedures (SAP) and a Small Business set-aside. This contract action will result in a Firm Fixed Price - Brand name one time buy contract. Requirements: Brand name is Aloksak Bags. (5,000 ea) 12 X 12, (7,500 ea) 16 X 24, (5,000 ea) 32 X 16. Technical Requirements: Bags must be: Liquid tight and airtight -Certified liquid tight to depths of 200 feet. Six (6) mil film thickness. Low temperature crack resistant to minus 40 degrees F. Zip closure type closure. Warranty: A standard commercial warranty is required. FOB-Destination-Quantico, VA 22135. The following clauses and provisions are incorporated by reference and apply to this acquisition. A full text of clauses and provisions can be obtained at http:/www.arnet.gov/far and usdoj.gov/. FAR provision 52.212-1 Instructions to Offerors-Commercial Items (Oct. 2000), FAR clause 52.212-4 Contract Terms and Conditions-Commerce Items (Feb. 2002), FAR clause 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items (June 2003). Each offeror shall include a completed copy of the FAR provision 52.212-3-Offeror Representations and Certifications-Commercial Items (June 2003), Offerors or encouraged to fax quotes to (202) 304-0570. FAR provision 52.215-5 Facsimile Proposals (Oct 1997), FAR provision 52.212-3-Evaluation-Commercial Items (Jan 1999). The Government will award to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical and price. All quotes shall be on company letterhead, accompanied by completed representations and certifications, clearly marked RFQ0032964 and submitted to the address listed above no later than 4:00 p.m., EDT, August 28, 2003.
