Description
This pre-solicitation notice is being issued in order to put industry on notice of a pending combined synopsis/solicitation that will be posted on or about 22 August 2003 with a closing date of on or about 5 September 2003. This acquisition is for the cleaning and maintenance of the Air Garden Fountains, Swimming Pools and Women?s Spa at the United States Air Force Academy in a manner that will maintain a clean, sanitary, and professional appearance. All maintenance and operations shall conform to national, federal, state, and DOD pool standards to include National Spa and Pool Institute, National Sanitation Foundation, Colorado Health Department, City/County Health Departments, Langelier Saturation Index, and all manufacturer?s recommendations and requirements. All maintenance and operations shall conform to Air Force Occupational Safety and Health Standard (AFOSH STD) 48-14, Table 2.1. Swimming Pool Water Quality Guidelines and Table 2.2. Minimum Free Available Chlorine (FAC) Residual Versus pH. AF Form 708 must be completed daily logging all maintenance. The resultant contract will be subject to the Service Contract Act and Wage Determination Number 1994-2079, Revision 25. This acquisition will utilize the Performance Price Tradeoff (PPT) technique for a best value award decision. Price and Performance risk may be traded off, one against the other. Offerors will be required to submit past performance information. The period of performance on the resultant contract will consist of a basic year from approximately 1 October 2003 through 30 September 2004 for the basic year plus four one-year options. The combined synopsis/solicitation will be issued as a 100% Small Business Set-Aside with the associated NAICS code of 561790 (Cleaning of Swimming Pools) and a Small Business Size Standard of $5M. A site visit will be conducted prior to date of receipt of proposals. Once again, we anticipate issuing the combined synopsis/solicitation on or about 22 August 2003 with a closing date on or about 5 September 2003 utilizing the Federal Business Opportunities (www.fedbizopps.gov/) for electronic posting. This solicitation will be an Internet only and solicitation documents will not be available by any other means.
