- NA The Oregon National Guard has a requirement for training services to be given to all members of the Oregon National Guard. The object of this project is to create a modularized educational program that results in achieving desired learning objectives uniq ue to the organization. The curriculum is to be modularized and scaleable to allow flexibility in delivery, based on real-time identified deficiencies. The scope of work during the contract period shall include the creation of the training materials for both the student and presenter, review of the developed materials, beta testing to at least one class per module and 1st revision if necessary. Contractor is to provide all training materials used in the course, including instructor lesson plan, student h andouts (paper and/or digital media) references, charts, manuals, tests, audiovisual aids, and training equipment. Contractors may prepare materials or use their already existing materials, modified as necessary to conduct the training in accordance with the statement of work. If copyrighted materials are used, they are to be clearly identified when presented to ensure the source is given due credit. The curriculum will be developed with the currently accepted adult learning models. There are five (5) t arget audiences to be instructed, with six (6) core competencies. The level of instruction for the target audience shall be equivalent to undergraduate (level 100-200) to graduate (level 300-500). The project will have four (4) line items to be exercised at the discretion of the Government. This is to be a best value procurement. Contractor??????s will be required to submit, a.) Past Performance, b.) Technical/Professional, and c.) Price for evaluation. Requirements for submission will be explained in the solicitation. The successful candidate shall demonstrate verifiable experience in developing and conducting all aspects of professional training to groups of 20 to 40 personnel. Award will be made without discussions but the Government reserves the rig ht to have discussions if warranted. Performance period of this contract is anticipated to be one (1) year after award. Evaluation factors include past performance, technical/professional and price. The RFP solicitation will be available on or about August 18, 2003. Award can only be made to a Contractor who is registered in the Central Contractor Registration (CCR) database. Contractor is required to be Electronic Funds Transfer (EFT) capable. The solicitation package will be issued via the web only. Al l amendments and questions will be posted on the web. There is no charge for this site.
