Description
NA The US Army Robert Morris Acquisition Center, Natick Contracting Division, Natick, MA, in support of the Natick Research, Development and Engineering Center (NRDEC), has a requirement for an excitation/emission study to determine the optical behavior of up -converting near-infrared (NIR) phosphor-based fibers with the goal of determining optimal excitation, emission and detection parameters. Requirements for such a study will require: VIS-NIR excitation light source and fiber-optic spectrometer and a softwar e module to automate collection of measurements. A concept developmental system will be required that will consist of delivery of a detailed design package for 2-wavelength trans-illumination for two (2) Multispectral Imaging Systems, including optical mo deling, mechanical design and hardware sourcing. Contractor will be required to development and construct of two (2) multi-spectral imaging systems with 2-wavelength trans-illumination capability and developed custom software for use with multi-spectral i maging system. Birefringence encoding and Quantum dot bead encoding will be required. The anticipated period of performance is approximately 16 weeks. The Government intends this procurement to be a commercial R&D services/supplies acquisition utilizing Federal Acquisition Regulation (FAR) Part 12 ??????Acquisition of Commercial Items??????, and FAR Part 13.5 ??????Test Program For Certain Commercial Items??????. This requirement will be set-aside 100% for Small Business concerns. The applicable North A merican Industry Classification System (NAICS) Code is 541710, small business size standard is 500 employees. The Government reserves the right to make any changes to this information upon release of the solicitation. In accordance with Federal Acquisition Regulation (FAR) Part 5.102(d), when released, the Request for Quotes (RFQ) and all documents associated with this acquisition will only be available in electronic medium at the US Army RMAC-Natick Homepage at https://www3.natick.army.mil. NOTE: THIS IS N OT THE SOLICITATION. A Request for Quotes (RFQ) will be available on or about September 3, 2003. It is anticipated that the RFQ response due date will be on or about September 9, 2003 at 12:00 noon EST. at the US Army Robert Morris Acquisition Center, Nat ick Contracting Division, Attn: AMSSB-ACC-NM, Xinia Llovet-Zurinaga, Kansas Street, Natick, MA 01760. No hard copies will be provided. Firms shall not be reimbursed for any costs associated with proposal preparation.
