Description
NA This proposed procurement is UNRESTRICTED. The NAICS code is 235310 with a size standard of $12,000,000.00. Electrical Switch Station for Walter Reed Army Medical Center, Washington, DC is being advertised as a Request for Proposal (RFP). This request f or proposal requires separate technical and cost proposals to be evaluated based on Best Value for award of the project. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Estimated cost of con struction is between $5,000,000.00 and $10,000,000.00. Completion is required no later than four hundred and sixty-five (465) calendar days. Work consists of the construction of three (3) multi-section electrical switching station units to be housed in a partially underground storage area. Each switching station unit will consist of one (1) normal incoming feeder, one (1) alternate incoming feeder with a tie vacuum breaker, five (5) outgoing feeders, and a spare breaker. Once the new switching stations are operational the existing switching facility will be decommissioned and demolished. All existing downstream transformers will be provided with fused dual primary selective switches, which will limit the available fault current at each transformer. Lar ge Business Firms are required to submit a subcontracting plan with their proposals. The Small Business subcontracting goal for this procurement is 60% of the total subcontracting dollar value. Of that 60%, 20% should be placed with Small Disadvantaged B usinesses, 10% with Women Owned Small Businesses, 3% with HUB Zone Businesses, 3% with Veteran Owned Small Businesses and 3% with Disabled Veteran Owned Small Businesses. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract. The initial registration date expired 31 May 1998. Without SBA SDB certification, a prime contractor nor a federal agency can receive SDB credit when utilizing non-certified SDB contractors/ subcontractors. The solicitation will be provided in an electronic format, free of charge, to all register ed plan holders. The media through which the Government chooses to issue this solicitation is the Internet only. This solicitation will not be issued in paper.
