- This is a COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS prepared by the National Park Service in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation No N5023030032. is issued as a Request for Proposal (RFP) and will be awarded as single award contract . SITE VISIT will Be Aug. 14, 2003 @ 10:30 am . The North American Industry Classification System (NAICS) is 115310 the size standard is 15 million dollars. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-05. The solicitation item is as follows: Scope of Work: The work of this contract consists of developing a fuel break by mechanical removal of hazardous trees and fuels build-up that pose a fire risk to private and public properties. Hazards include living and dead hardwoods, pine, briars, fallen limbs, undergrowth and exotic species that have caused a sizeable and extremely hazardous fuel load. Work consists of developing a 66 feet wide by approximately 3.0 mile fuel break along 4 locations in and adjacent to park boundaries and developing a 33 feet wide by approximately 1.7 mile fuel break along 2 locations. Three Fuel breaks will be constructed along existing interior access roads and trails. Remaining fuel breaks are located along park boundary. (See attached map for detailed location and quantities). Within the designated area all 6 inch pine in diameter and smaller will be cut and all hardwood less than 4 inch will be cut. All remaining live trees in the designated area will be limbed approximately 15 foot from base of tree. All dead trees will be cut and limbed. All down trees larger than 24 inches in diameter may remain in the fuel break but must lay flush to the ground; limbs must be cut and removed. Contract also requires trimming / liming trees adjacent to Maintenance Shop, Visitor Center, and Operations Center. This requires cutting brush, liming trees 15 foot from base of tree and removing debris in an area 40 feet around each structure. Location: Ninety Six National Historic Site is within a metropolitan area, therefore the entire park is a Wildland Urban Interface. Tree and brush removal is located within park's boundaries. There are several private homes located adjacent to the park boundary. There are 3 structures located within the park boundary to be protected as well. Inspection-control of work: An NPS representative will be available to make determinations on any questions of tree/brush removal. All marked or flagged are not to be cut. The contractor is responsible for removing all required vegetation and downed woody material, removing materials from the park, and disposing of materials by chipping or hauling off the park to an approved location. Some of the work area is not accessible by vehicle or heavy equipment. Accessibility issues will be discussed with NPS representative and a determination made as to what is accessible to equipment. For sections of the work site that cannot be reached by equipment, hand removal will be required. If the work area is not accessible, tree limbs, slash and other small materials may be scattered into the interior of the park under NPS controlled conditions. Stump removal and grinding is not included in this contract. Any material that is chipped will be spread to avoid piles of chips/sawdust. Area Where Work Will Be Done: The majority of the work will be conducted on the north and west boundary of the park. Special attention will have to be paid to these sensitive areas of the battlefield. Special conditions required in these areas will be described in the contract. ? North Boundary East to west 7.3 acres. Approximately 66 feet wide and approximately 0.91 of a mile in length. ? North Boundary East to west 7.6 acres. Approximately 66 feet wide and approximately 0.95 of a mile in length. ? North to south 4.5 acres. Approximately 66 feet wide and approximately 0.56 of a mile in length. ? South Boundary East to southwest 2.3 acres. Approximately 66 feet wide and approximately 0.29 of a mile in length. ? South Boundary West to southeast 2.1 acres 4.7 acres. Approximately 33 feet wide and approximately 0.53 and 1.17 of a mile in length. ? Park Structures---3 buildings including Visitor Center, Park Operations and Park Maintenance Building. Contractor's Use of Premises: A. Construction Camp: Establishment of a camp within the park will not be permitted. The contractor can store equipment on the site only if approved by the Park Superintendent. Security of all equipment shall remain the responsibility of the contractor. B. The contractor shall maintain access for National Park Service administrative staff, and other official business throughout the tree-cutting phase unless health and safety is a primary concern. A lookout must be posted on each side of tree to direct pedestrian traffic or vehicular traffic in all areas where pedestrian traffic or vehicular traffic is a factor. Safety is of highest concern to the park. Contractor will provide two flagmen whenever work operations interfere with flow of traffic. C. Much of the work area is not accessible by vehicle or heavy equipment. Accessibility issues will be discussed with a NPS representative and a determination made as to what is accessible to equipment. For sections of the work site that cannot be reached by equipment, hand removal will be required. Contractors wishing to respond to this RFP should provide this office with the following: A price quote on company letterhead for the requested services showing price, References, including names, addresses, and phone number of past projects of this type performed within the past five years, proof of insurance, payment terms, correct remittance address; and a completed copy of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items. This form may be requested from the Contracting Officer by FAX or email. NO TELEPHONE REQUESTS WILL BE ACCEPTED. The offeror agrees to hold the prices in the offer firm for 30 calendar days from the date specified for the receipt of offers.
