Description
The Department of the Navy, Naval Air Systems Command (NAVAIR), Naval Undergraduate Flight Training System Program Office is planning the acquisition of an Undergraduate Military Flight Officer Multi-Place Aircraft Training System (UMFO MPATS). UMFO MPATS will consist of a COTS business class jet with integrated Non-Development Item (NDI) multimode radar; a COTS Ground-Based Training System (GBTS), curriculum, and all associated equipment, materials and training software; spare parts and peculiar support equipment; classroom instructors and contractor logistics support services, required to ensure that the proposed training system can support the instruction of the students to accomplish the UMFO MPATS Terminal and Enabling Objectives. NOTE: In keeping with the Federal Acquisition Regulation Part 2 definition of a commercial item, the contractor does not have to have FAA certifications for the baseline aircraft at the time of proposal. FAA certifications shall be required at the time of delivery. Upon conclusion of a full and open competition, an FY-04 contract with annual options to include Contractor Logistics Support will be based on BEST VALUE determination. The contract will be Firm Fixed Price, with some Time and Material CLINS. The length of the contract is one base year with four option years. The Multi-Place Aircrafts are expected to be delivered within 18 months of being ordered and the GBTS is required on 31 March 2007. The place of performance for training will be at TRAWING 6, Naval Air Station, Pensacola, FL. The UMFO MPATS replaces the T-39 and its associated ground-based systems in support of Commander, Naval Air Training (CNATRA) Undergraduate Naval Flight Officers (UNFO) training program. An Offeror?s Technical Library, which is directly related to the requirements of the UMFO MPATS and contains documents such as List of GFE Support Equipment at Naval Air Station, Pensacola, Fl., GBTS Source Information, ORD, etc, is located at the NAVAIR Electric Solicitation Website. The Request For Proposal (RFP) will be available on the NAVAIR Electric Solicitation Website on or about 3 September 2003 at http://www.navair.navy.mil/doing_business/open_solicitations /under N00019-03-R-3269. THE GOVERNMENT WILL NOT ACCEPT ELECTRONIC OFFERS ONLY HARD COPIES. Proposals must be received no later than 4:00 PM, EST, 45 days after issuance of RFP.
