Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to enter into negotiations on a non-competitive basis with Lockheed Martin Information Systems, Orlando, FL for maintenance services for government owned Consolidated Automated Support System (CASS) testers/stations. The Government intends to award numerous contracts throughout fiscal year 2004 for these services. These procurements will be conducted using the prices, terms and conditions of the CASS Consolidated Service Program (CSP) Basic Agreement, N68335-00-H-0103, with Lockheed Martin Information Systems. The requirements will be for maintenance services for CASS testers/stations located throughout the world (both domestic and foreign). These services may include in addition to individual CASS tester maintenance services the following: High Power Device Test Set (HPDTS) maintenance, High Power Offload to CASS (HPOC) Operational Test Program Set (OTPS) maintenance, installation and de-installation of CASS testers/stations and management of Defense Logistics Agency (DLA) items needed to support all maintenance services provided under the BA. The period of performance for each contract will be approximately one year from the award date; some may be less than one year. Also, some contracts may contain options for additional maintenance services up to one year in length. The government intends to procure these services under the authority of 10 USC 2304(c)(1), FAR 6.302-1. The government does not own data, drawings, software code or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal which may be used by the government in determining whether or not to conduct a competitive procurement. Responses should reference N68335-00-H-0103. A determination by the government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the government. The Navy anticipates the awards to be firm fixed price contracts. No solicitations will be available for this procurement.
